As the important part of the overall layout on the five-sphere integrated,the Ecological civilization construction will become the focus of economic and social construction in China.however,the extensive growth of industry has led to the shortage of resources and serious environmental pollution in China.which become the urgent problem in the construction of ecological civilization.Accelerating the transformation of industrial development mode and promoting industrial green transformation will be great significance for regional ecological civilization construction,practicing green development concepts and achieving high-quality development.Environmental regulation is the social norm,defense and governance for environmental pollution,which forces industrial enterprises to transform towards green production methods.Technological innovation is the important driving force to improve industrial productivity,energy efficiency and industrial pollution control efficiency,which promote industrial green transformation.We took industrial green transformation as the research base,and studied the realization mechanism of industrial green transformation in China.Focusing on the resource and environmental issues,the mechanism of influence on environmental regulation,technological innovation and their incentives to industrial green transform was studied from theoretically and empirically.Which was the important theoretical and practical significance for regional development of environmental regulation and technological innovation policies,as well as to formulate technological innovation strategies for industrial enterprises,in order to promote regional industrial green transformation,and achieve high-quality economic development in China.1.Main content of the study.(1)Based on the green development theory,the paper analyzed the industrial green transformation and expanded the connotation of industrial green transformationinto three aspects,including industrial green efficiency improvement,industrial structure clean transformation and industrial structure advanced transformation.the realization mechanism of industrial green transformation was demonstrated with extended Solow model.the internal logic of industrial green transformation was analyzed based on resource-environmental pressure and ecological civilization construction in the process of regional industrial development in China.(2)The external policy environment(including environmental regulation,regional technological innovation intensity)and enterprise internal innovation behavior(including enterprise independent technological innovation,technology introduction innovation)that affect the green transformation of industrial enterprises were merged into environmental regulation and enterprise technological innovation(including regional technological innovation intensity,independent technological innovation and industrial enterprise technology introduction innovation for industrial enterprises),the influence mechanism of environmental regulation,technological innovation and their incentive cooperation to industrial green transformation was demonstrated in China.(3)Based on the availability of data,the cost-based environmental regulations were used to measure the intensity of regional environmental regulations,then the characteristics of regional environmental regulations was analyzed in China.From the perspectives of regional technological innovation intensity,industrial enterprise independent technological innovation and industrial enterprise technology introduction innovation,the technological innovation was measured,and the characteristic facts of industrial technology innovation was demonstrated in China.the SBM-DEA model was used to measure regional industrial green efficiency,which combines both energy input and undesired output.The ratio of the output value of the clean manufacturing industry to the polluting manufacturing industry was used as the proxy variable for the clean transformation of industrial structures.Based on the industry characteristics of the high-tech,high value-added and green environmental protection for high-tech industries,this paper took the value proportion of high-tech industry to industrial as the proxy variable for the advanced transformation of industrial structure.the characteristics of regional industrial green transformation was analyzed in paper from three aspects,which including industrial green efficiency,industrial structure clean transformation and industrial structure advanced transformation.(4)The dynamic panel model,the dynamic panel threshold model and the spatialmeasurement model were used to study mechanism of environmental regulation,technological innovation and their combination to the industrial green efficiency,industrial structure clean transformation and industrial structure advanced transformation.(5)The experience of industrial transformation in developed countries were demonstrated,such as the United States,Germany and Japan,and combined the research conclusions of this paper,the path choice for realizing industrial green transformation wrer to proposed.2.Main conclusions of the study(1)It showed the wave-like upward trend,the distinct characteristics of stage and regional heterogeneity about the green transformation of industrial structure in China.Specifically speaking,It displayed the slow and volatility for the industrial structure clean transformation from 2005 to 2011,which was significant upward trend from 2012 to 2016 in China.It illustrated "U" type development trend for the industrial structure advanced transformation from 2005 to 2016 in China.It showed the volatility upward trend between 2005 and 2012 for regional industrial green efficiency in China,which was the decline in the 2013 and 2014,and displayed pick-up trend since 2015.From the regional perspective,It reached the frontier of production of the industrial production only in Guangdong Province(1.0561),Tianjin(1.017),Jiangsu(1.0125)and Shanghai(1.0007),which demonstrated the well industrial green efficiency level.It appeared the characteristics of decreasing from the east to the middle and then from the west about the clean transformation of industrial structure,the transformation of industrial structure and the level of industrial green efficiency.(2)It demonstrated the "U"-type nonlinear relationship between environmental regulation and industrial green efficiency.It took significant role in promoting industrial green efficiency for the intensity of regional technological innovation and independent technological innovation of enterprises.It was not significant for the effect of industrial enterprise technology introduction innovation on industrial green efficiency;It significantly promoted industrial efficiency improvement for the incentive cooperation between environmental regulation and enterprise independent technological innovation,enterprise technology introduction innovation,but it was not significant about the effect of environmental regulation and regional technology innovation intensity to industrial green efficiency.It showed the significant "U" typenonlinear relationship between environmental regulation and industrial green efficiency in the eastern and central regions,While it was not significant influences in the western region.It promoted industrial green efficiency for three types of technological innovations and their incentives in combination with environmental regulations significantly in the eastern region.It demonstrated significantly contribution for regional technological innovation to the improvement of industrial green efficiency in the central and western regions.It showed threshold effect for the environmental regulation in the process of technological innovation impact on industrial green efficiency improvement.When regional environmental regulation was lower than the threshold,three types of technological innovations inhibited industrial green efficiency improvement;On the contrary,it significantly promotes industrial green efficiency improvement.In the case of considering space factors,It illustrated the inverted “U” type relationship between environmental regulation and industrial green efficiency.It took significantly improvement on industrial green efficiency for three types of technological innovations,incentives between environmental regulation and regional technological innovation intensity.In addition,the effect of environmental regulation and technological innovation on the efficiency of industrial green pure technology and industrial green efficiency were basically consistent.(3)The impact of environmental regulation on the clean transformation of industrial structure was not significant.Three types of technological innovation significantly promoted the clean transformation of industrial structure;In the process of the transformation of industrial structure,it was well coordinate between regional environmental regulation policy and regional technology innovation policy,industrial enterprise technology introduction innovation to promoted the clean transformation of industrial structure.However,it was not coordinated between the environmental protection regulation and industrial enterprise independent technological innovation in the process of influence on the transformation of industrial structure.From the perspective of regional heterogeneity,the three types of technological innovations significantly promoted the clean transformation of industrial structure in the eastern region,while it demonstrated the inhibition for the central and western regions.the environmental regulation and regional technological innovation intensity can stimulate cooperation in the process of influencing the industrial structure clean transformation in the eastern,but it was opposite for the central and western regions.For the eastern and central regions,the incentives of environmental regulationand independent technological innovation of enterprises could significantly promote the clean transformation of industrial structure,while it showed inhibition for the western region.Under the space effect,It displayed “U” type relationship between environmental regulation and the clean transition of industrial structure.Three types of technological innovations could promote the clean transformation of industrial structure,and It also promoted the clean transformation of regional industrial structures for the coordination between regional environmental regulation and regional technological innovation intensity.(4)Overall,It was inverted “U”-type nonlinear relationship between the environmental regulation and the advanced transformation of industrial structure,and technological innovation significantly promoted the advanced transformation of industrial structure.The incentives between the regional environmental regulation and enterprise technology introduction could significantly promoted the transformation of industrial structure.It showed the uncoordinated situation among environmental regulation and regional technological innovation intensity,enterprise independent technological innovation in the process of transforming industrial structure into advanced transformation,which inhibiting the advanced transformation of industrial structure.From the perspective of regional heterogeneity,It was “U”-shaped change trend in the advanced transformation of industrial structure for the environmental regulation in the eastern and central regions,while it was “U”-shaped change trend in the western region.The intensity of technological innovation took significant role in promoting the transformation of industrial structure in the eastern and central regions.but it was insignificant influence for the western region.enterprise technology innovation and technology introduction innovation significantly promoted the advanced transformation of industrial structure in all regions.It showed significant regional heterogeneity in the impact of environmental regulation and technological innovation incentives on the transformation of industrial structure.It was significant threshold effect in the process of environmental regulation and technological innovation affecting the advanced transformation of industrial structure for the level of economic development.When the level of economic development is lower than the threshold,It showed the negative or insignificant impact for environmental regulation,technological innovation and the incentives among them to the advanced transformation of the industrial structure;on the contrary,which significantly promoted the advanced transformation of the industrial structure.Under the influence of spatialfactors,It significantly promoted the industrial structure high-level transformation for regional technological innovation intensity,environmental regulation and industrial technology introduction innovation and their incentive cooperation.(5)From the five aspects of environmental regulation,technological innovation,the coordination of environmental regulation and technological innovation,upgrading human resources of industrial green transformation and establishing ecological awareness,the path selection of industrial green transformation is expounded. |
