Research On Government Regulation In The Ecological Construction Of Coal Mining Areas

With the shift of the focus of coal resources development to the ecologically fragile provinces in the west of China,and the state attaches great importance to ecological governance,the government regulation and its effect of ecological construction in coal mining areas have become a common concern of the industry and the practice community.This study combed the relevant theories of government regulation on ecological construction of coal mining area,and analyzed the problems of government regulation in the process of ecological construction of coal mining area from the view of information asymmetry,incentive compatibility and ecosystem theory.The main problems include the existence of serious information asymmetry between government regulators and regulated enterprises under multi-layer and multi-level principal-agent conditions.Whether horizontal or vertical,there exists the problem of government regulation,which is difficult for the government to control the coal development enterprises.From the whole process of coal resources development,different stages of government regulation have some emphasis.In the stage of coal resource development planning,the core task of government regulation is to evaluate the quality of enterprises and the impact of the development process on the environment,so as to ensure that enterprises can effectively realize ecological construction after entering the scope of rules.In the stage of coal resource development and production,all parts of the government will participate in the ecological construction process of coal mining area,focusing on the problems of air pollution,surface pollution and water pollution involved in ecological construction.But for the coal mining area decommissioning stage,land reclamation and re-development and utilization also need government regulation to play a role.This dissertation takes the government regulation in the ecological construction of coal mining areas in P and Y cities as a case study.The contents of the land reclamation work in the coal mining areas of the two cities,the mine environmental protection fund,the major environmental pollution caused by the coal resources development process and the local government's main policies are obtained through various channels;at the same time,Also through field research and interviews with the two cities of coal mine ecological construction of the main responsible and local environmental protection departments water conservancy departments and land and resources departments and other related personnel.The results show that the role of the government in the process of ecological construction in coal mining areas is dominated by supervision,and enterprises are the most important main body of ecological construction.Under the background that ecological governance has become a national strategy,the effect of ecological construction in coal mining areas depends on enterprises in most cases,while the enterprises are faced with the situation that they are subject to the jurisdiction of multiple environmental management departments.Under the pressure of a large number of land reclamation and environmental protection.In the sustainable management of ecological construction,the government should take on more functions,serve the overall situation of ecological construction,and promote the monetization and diversification of the benefits of ecological governance.In the future,the market-oriented operation of the ecologic construction can also improve the enthusiasm and initiative of enterprise ecological construction to a certain extent,and provide a strong fund and system guarantee for the ecological management of coal mining areas.Facing the problem of ecological construction in coal mining area,this dissertation puts forward the solution from the point of view of project management office.Based on the theoretical framework of project management set,this dissertation puts forward the idea of constructing ecological control office of coal mining area.Under the Office's model,national and local governments are able to achieve efficient vertical management,Through the establishment of resource pool,information-based means,cooperative working mechanism and clear reward and punishment rules,it can not only provide financial,technical and management support for enterprise ecological construction,but also provide policy support and basis for realizing the benefits of enterprise ecological construction.In order to integrate the strength of ecological construction in different coal mining areas,promote the sustainable development of ecological construction.
