In the 30-odd years of reform and opening up,though constrained by resources the agriculture of China succeeded in feeding more than 20%of the world population with less than 10%of the world's arable land through high technology.However,achievements of utilizing cultivated land for China's agriculture are at the expense of resources and ecological environment to a certain extent.Nowadays,non-point source pollution of cultivated land has become increasingly serious.If no positive measures would be taken,agricultural production would not be sustainable,and even environmental disaster would be caused.So,what is the correlation between non-point source of cultivated land pollution and the output of cultivated land?How deep is the impact of non-point source pollution on the production efficiency of cultivated land at all?How is production efficiency of cultivated land evaluated objectively?Where are the direction and path for enhancing and improving land production efficiency from the perspective of non-point source pollution?Based on background of strengthening constraints to China's cultivated land resource,the reality of extensive cultivated land utilizing,and the aggravation of non-point source pollution,this paper apply the theory of total factor production efficiency and an empirical analysis of production frontier,taking Jiangxi Province as an example,to examine systematically related issues of production efficiency of cultivated land from the perspective of non-point source pollution.At the theoretical level,this study elaborates four core concepts involved in this thesis of cultivated land,cultivated land production efficiency,non-point source pollution,cultivated land environmental efficiency;summarizes two major theories of cultivated land production efficiency and resource environmental economics in order for studying cultivated land production efficiency from the perspective of non-point source pollution;analyzes the function mechanism of non-p oint source pollution on land production efficicncy;sets up a cultivated land production efficiency evaluation system involving non-point source pollution.At the empirical level,with statistic data,a detailed analysis is carried out on the input and output of cultivated land in Jiangxi province;a panel data model is applied to test the Kuznets curve relationship between non-point source pollution of cultivated land and cultivated land output;Based on the data of cities in Jiangxi Province and other provinces,use respectively SBM directional distance function model and BCC evaluation model to investigate and compare two production efficiency of cultivated land,one with factors of non-point source pollution(environmental technical efficiency of cultivated land)and the other without factors of non-point source pollution(traditional technical efficiency of cultivated land),in order to study the influence of non-point source pollution on measuring production technical efficiency of cultivated land,focusing on time-space characteristics of environmental technical efficiency of cultivated land and test the convergence of environmental technical efficiency of cultivated land in Jiangxi province.Based on the data of cities in Jiangxi Province and other provinces,use respectively Malmquist-Luenberger productivity index model and Malmquist index model to evaluate and compare Total factor productivity of cultivated land with involving non-point source pollution(represented by ML index)and traditional Total Factor Productivity of cultivated land without involving non-point source pollution(represented by M index),in order to study the influence of non-point source pollution on measuring total factor productivity of cultivated land,and use the panel tobit model to test empirically the key factors of influencing Total factor productivity and its decomposition of cultivated land environment in Jiangxi Province.Based on field study,summarize and conclude four specific modes of improving land production efficiency from the perspective of non-point source pollution,and put forward the corresponding policy suggestionsThe main conclusions of this paper are:(1)the problem of non-point source pollution can not be ignored for involving the factors of non-point source pollution has a significant impact on,measuring the results of the production efficiency of cultivated land.The evaluation of production efficiency of the cultivated land without involving non-point pollution is distorted and impractical.(2)Regarding production efficiency of cultivated land with involving non-point pollution in Jiangxi Province,that is,there is still a big loss in production efficiency of cultivated land,more attention should be paid to coordinating development of cultivated land output,resources and environment.There also exist regional differences between influences of non-point pollution on production efficiency of cultivated land.The government should focus on monitoring the areas affected seriously by non-point pollution of cultivated land.(3)There does not exist ?-convergence and absolute ?-convergence in environmental technical efficiency of cultivated land in Jiangxi Province,but there exists a conditional?-convergence.(4)To realize the growth of Total factor productivity of cultivated land from the perspective of involving non-point source pollution,that is,the key to the growth of Total factor productivity of cultivated land environment is to make technical progress and the technical efficiency growth be under the way meanwhile.(5)Total factor productivity and its decomposition of cultivated land environment in Jiangxi Province are influenced by many factors.(6)According to local conditions in Jiangxi province,suitable modes of sustainable cultivation should be chosen to improveenvironmental production efficiency of cultivated land.(7)In order to improve environmental technical efficiency and total factor productivity of cultivated land in Jiangxi Province,corresponding measures should taken:establish a healthy and scientific performance evaluation system of cultivated land;promote progress of agricultural technology and agricultural technology;strengthen agricultural resources utilization and environmental management between cross-regional cooperation;perfect policy management of non-point source pollution of cultivated land.
