The term "region" is given meaning in economic geography as "the physical space with multiple attributes such as function,scale,and structure formed by the superposition of socio-economic space and natural space".While as one of the "regional" types,the mineral resources area is the product of the industrialization process,which is also developed with the development of mineral resources.With the development of economy,the elements in the mineral resources area have been concentrated in the resource department,which has made mineral resources exploitation and primary processing become the leading industries in mineral resource areas.Due to the high dependence on coal resources and the constraints of characteristic of coal resources,the coal resources region is facing many problems of economic,ecological,resource,and social incoherence.Coal resources is indispensable to the development of national economy thus,it is inevitable to avoid the development of the regional mineral resources.The key to solve the problems facing in the exploitation and utilization of coal resources can be summarized into three aspects:First,to achieve the sustainable development of coal resources,it is necessary to increase the development efficiency of coal resources,ensure the continuous supply of coal resources before being replaced,and at the same time reduce the damage and waste to other,such as water resources;Second,to reduce coal The destruction of ecological environment and water resources by resource development must be developed within the carrying capacity of water resources and ecological environment.Third,the sustainable development of the economy and society should be promoted through the development of coal resources.The root cause of the development of the coal resources region lies in the fact that the development mode of the coal resources region in the development process is inconsistent with the natural symbiosis law.Therefore,measures such as shutting down and transferring do not have universal applicability to problems that occur in various stages of coal resource regional development.The key to solving the problem of coal resource regional development and realizing the goal of sustainable development of coal resources lies in Solving the symbiosis problem among internal resources,environment,economic and social subsystems in the coal resources region.The historical practice of social development has proved that "symbiosis" is a universal phenomenon in the biological world and even in the human society.It is an important way for humans to achieve their development goals,and is a prerequisite and the primary factor for coordinated development and sustainable development.Therefore,this article builds a symbiotic theory analysis framework for coal resources regions based on a symbiotic perspective,studies the interrelationships and evolutionary mechanisms among its internal symbiotic subsystems,and explores ways to achieve a "symbiotic-collaborative" development path for coal resource regions.The development of the resource region is a new attempt and has important theoretical and practical significance.The main work of this paper is as follows:(1)The "coal resources regional system" was defined,and the contents of "coal resources regional system symbiosis" and "coal resources regional system symbiotic-collaborative development" were proposed,and the theoretical system of symbiosis of coal resources regional systems was constructed.The symbiotic elements of the coal resources regional system were identified and the four-subsystem coal resources regional system evolution path model was established for the first time by reference to the biological evolution mathematical model.The evolution conditions,evolutionary stability and characteristics of the coal resource regional system were analyzed;(2)Established a "symbiotic-cooperative" evaluation system for coal resources regions,adopted the method with the largest content of information to screen evaluation system indicators,eliminated relevant indicators,and constructed coal resources based on the concept of "symbiosis-collaboration".Regional system's "symbiotic-collaborative" development measurement model;(3)Based on the method of System Dynamics and based on the"symbiotic-collaborative" development measurement model,an interactive model of"co-occurrence-coordination" development for the coal resources regional system was constructed.The study will explain how to achieve the "symbiotic-collaborative"development of regional systems of coal resources from the standpoint of the unity of economy,society,resources,and the environment.(4)Taking the City of Ordos as an example to conduct empirical analysis and explore the path of Ordos to realize the development of "Symbiosis-Coordination" through scenario interaction analysis.(5)Proposing to realize the development strategy of "symbiotic-synergy" in Ordos.We find,from the empirical analysis of Ordos city,the question of realization of the Ordos's coordinated development,the key is to solve the problem of resource subsystem,therefore,through the scene interaction analysis for Ordos "symbiosis-synergy" path of development,can draw the following conclusion:(1)It is necessary to control the proportion of investment in fixed assets to maintain a suitable level,otherwise it will lead to a decline in the level of economic development,thus affecting the development of other subsystems;(2)As a typical area of coal resources,according to the country much starker choices-and graver consequences-in planning of industrial structure adjustment policy adjustments,the goal of control capacity of coal resources at the same time,increase the transformation ratio of the city,can effectively in the development of the four subsystems in Ordos city,to accelerate the symmetry symbiotic evolution model subsystem,finally promote the development of the Ordos synergistically,pay attention to solve the problem of water resources carrying capacity.(3)To raise the proportion of scientific research funds investment proportion and the education investment strategy for the promotion of resources subsystem and environment subsystem function is weak,the need to further promote scientific and technological innovation ability of four subsystems of overall impact.This article innovation in three aspects:(1)This paper build the regional symbiosis theory system of coal resources,the building was constructed for the first time the four subsystems of regional system evolution path model of coal resources,the coal resources area to realize the possibility of "symbiosis-synergy" steady state is analyzed,and the area of coal resources in the whole development process to evaluate the coordinated development and path selection,and put forward the initiative,progressive promote symbiosis regional system of coal resources optimization model of development.(2)After evaluating the existing relevant symbiotic and coordination through the literature research and development,we found that at present,the quantitative model of symbiosis is still relatively small,while ignoring the existing model of collaborative evaluation system interaction and evaluation index system about the correlation between such shortcomings.Therefore,in this paper,based on the symbiotic perspective of regional system of coal resources the connotation of "symbiosis-synergy",on the basis of constructing the regional system of coal resources coordinated development of "symbiosis-synergy" state evaluation model.(3)We integrate the System Dynamics method with the "Symbiosis-Coordination" development evaluation method,so to emedy the inadequacies of the existing literature on the effective combination of non-evaluation and scenario analysis in collaborative evaluation.The establishment of the"Symbiotic-Collaboration" interaction model for the coal resources regional system can realize the synchronization of the scenario analysis of the coal resources regional system and the "Symbiotic-Collaboration" assessment,and has changed the process of "precedence,re-prediction,and post-evaluation after the extraction of prediction data" in the past and has improved the real-time performance and effectiveness of scenario analysis.
