Research On The Role Of Dominant Factor Transformation On Economic Growth In Resource-based Regions

Resource-based cities in China are in large amount and in wide distribution.These cities have made great contributions to the development of our country's economy and society.However,due to the lack of overall planning and resource attenuation,too many contradictions and problems have been accumulated in the process of resource-based cities' economic development.The main reasons are the unbalance of industrial structure,the serious ecological environment destruction,the slow development of the people's livelihood,the lagging of the urban and rural integration and so on.In the new normal,these problems cannot be covered up by the short-term prosperity.A series of sequels have presented in front of view and the economic have fallen off a cliff in the past year.As the main driving factor of economic growth,factors have become the basic objects of concern for the study of economic growth.Along with the advent of the information era and knowledge-based economic era,science and technology,knowledge and information are put into production as a relatively independent element.For resource-based cities,In the case of the obvious weakening of the driving force of the traditional dominant factor,these new factors have become the research objects that cannot be ignored in the analysis of economic growth.Natural resources are the traditional dominant factor in the resource-based cities,which have played an important role in promoting the economic growth of the resource-based cities.Under the new normal,the resource-based cities are in the dilemma of development,and the power of economic growth is weakening.This leads to the main problems to be studied in this paper: what are the characteristics of the dominant factor in the resource-based cities? Under the new normal,is the dominant element in the resource-based cities changing? How does the conversion of dominant factor play a role in economic growth? How to achieve the sustainable economic growth by transforming the dominant factor in the resource-based cities? The paper studies the economic growth of the resource-based cities from the perspective of the transformation of dominant factor based on the typical resource-based cities in ShanxiProvince and Shaanxi Province.This paper is guided by Marxist political economy.Use Marx's economic growth,material transformation theory,social capital reproduction theory,capital organic composition theory as the theoretical basis of this paper.Comprehensive reference of the international trade theory,new structural economics and evolutionary economics,this paper studies how to maintain long-term economic growth based on the dominant factor transformation soberly and loyally.By revealing the transformation law of the dominant factor,the general logical relationship between the conversion of dominant factor and economic growth in the resource-based cities is deduced.It is pointed out that the rule of dominant factor conversion is of great significance to the economic growth of resource-based cities.On this basis,this paper clarifies the mechanism of dominant factor transformation to the economic growth of resource-based cities from three ways,which include optimization of industrial structure,technological progress and improve the efficiency.The above situation can basically cover all possible ways to achieve sustained economic growth under the conversion of dominant factor in the resource-based cities.Shanxi and Shaanxi are resource-based cities with rich coal resources,and coal plays an important role in the economic development of these two provinces.As Shanxi province economic horsepower decrease,Shanxi's economic have fallen off a cliff in the past year.But the economic development of Shaanxi province is far better than that of Shanxi province under the new normal.This paper takes Shanxi and Shaanxi as an example,the dominant conversion factor to promote economic growth of resource-based cities to do empirical analysis,to verify the dominant factor of Shanxi province and Shaanxi province have conversion and after conversion to the economic growth played a role,results show that the dominant element in whether the conversion is an important reason for the economy of Shanxi province since 2008 behind the growth rate of Shaanxi province.An empirical analysis is made on the dominant factor transformation to promote the economic growth of resource-based cities,in order to verify whether the dominant factor of Shanxi and Shaanxi province have changed and whether it has played a role in economic growth after transformation.The results show that the conversion of thedominant factor is an important reason for the economic growth rate of Shanxi province to lag behind in Shaanxi province since 2008.Based on the results of empirical analysis,this paper expounds the reasons for the failure of dominant factor in Shanxi province and the reasons for the transformation of dominant factor in Shaanxi further.Thus,it provides experience for Shanxi province to realize the dominant factor conversion.Based on the theoretical analysis,empirical results and the current situation of resource-based cities are combined,it provides specific policy recommendations for the conversion of dominant factor in resource-based cities,the completion of the transformation of growth dynamics and the promotion of economic growth from deepening of the reform of factor markets,stimulate the vitality of enterprises;mining potential factors,improving quality of factors;improving factor efficiency,optimizing the industrial structure and so on.The main conclusions and views of this paper are as follows:(1)The dominant factor is not invariable.Resource-based cities correspond to different dominant factor in different life cycle.The dominant factor transformation is the key to the transformation of economic growth power of resource-based cities.(2)The transformation of dominant factor of resource-based cities can be realized through technological progress,institutional changes,industrial structure transformation and so on.(3)The dominant factor transformation plays an important role in promoting economic growth through industrial structure optimization,technological progress and factor efficiency promotion.(4)Through the empirical analysis of the dominant factor transformation in Shanxi province promoting economic growth since 1987,we find that the dominant factor is natural resources in the process of Shanxi's economic growth,which has not changed for two decades.As a whole,the contribution rate of natural resources to the economic growth of Shanxi province is much higher than that of other factors.However,the contribution rate of other non-dominant factor has changed slightly in different stages due to different economic environment and policy,the contribution rate of technological factors has always been low level.(5)Through the empirical analysis of the dominant factor transformation in Shaanxi province promoting economic growth since 1987,we find that the dominant factor in Shaanxi's economic growth have changed.During the 1987-2008,similar to Shanxi Province,the dominant element of Shaanxi province has been natural resources.But during 2009-2015,the dominant factor of Shaanxi became capital and Shaanxi realized the transformation of dominant factor.(6)The conversion of the dominant element is an effective factor in explaining the economic growth rate of Shanxi province behind Shaanxi province since 2008.The dominant element transformation has taken place in the economic growth process of Shaanxi province which has played a great role in promoting the economic growth of Shaanxi province form 1987.(7)The natural resources are the comparative advantage of the resource-based cities.The role of economic growth in resource-based cities should be examined from a long-term dynamic point of view.In the short term,natural resources have a significant role in promoting economic growth.In the long run,if the dominant factor of the resource-based cities do not change,they will act on natural resources through labor,capital and technology to improve their utilization level.Then natural resources can still play its comparative advantage,as the dominant element to promote economic growth.(8)Combining the theoretical analysis and the empirical results,this paper puts forward the policy recommendations based on the conversion of dominant factor to promote the economic growth of resource-based cities.This paper advocates that we should accelerate the process of industrilization and raise the level of productivity by vigorously promoting scientific and technological innovation and improving the mechanism of personnel training.We should improve the market mechanism that determines the allocation of production factors by standardizing government behavior,regulating market behavior,innovating financial service system and innovating factor market system.We should deepen the reform of factor market by correctly positioning the government's role,handling the relationship between the government and the market,perfecting the relevant legal system and regulatorysystem,innovating the financial service system,and solving the financing problems of enterprises.We should tap the potential of factors and enhance the quality of factors by improving the level of natural resources utilization,improving the quality of workers,optimizing investment structure and promoting technological innovation.The bottleneck of the development of resource type industry is broken through adjusting the proportion of input factors and coordinating the development of resource industry with non-resource industry.Take following measures,including lead industry to extend industrial chain,improve industrial ecology,optimize the development of new industry environment and others,to improve the efficiency of factors and optimize the industrial structure.The innovation of this paper lies in: First,the word "dominant factor transformation",often appears in literature.Most scholars use it directly according to established knowledge but rarely elaborate on the connotation and rule of dominant element transformation.The paper,combining with the life cycle of resource-based cities,sums up the dominant factor transformation rule from the influence factors,the connotation,caused and ways of dominant factor transformation of resource-based cities,and expounds the realization mechanism of dominant factor transformation of resource-based cities from three aspects:technological progress,institution change and industrial structure transformation.Second,taking the resource-based cities as the research object,this paper points innovatively that there are three ways to improve the industrial structure,technological progress and factor efficiency.Reveal the mechanism of the dominant element conversion in the resource-based region to promote the economic growth of the resource-based region systematically and comprehensively.Third,we build an empirical model based on the angle of dominant element conversion to study the economic growth of resource-based cities.At present,the research on the economic growth of resource-based cities is mostly about the relationship between natural resources and economic growth.This paper tries to establish an empirical model to analyze the economic growth of resource-based cities from the angle of dominant element conversion.The change of the dominant factor in the economic growth process of Shanxi and Shaanxi Province in the past years from1987 to 2015 is compared through the division of time.A variety of methods are used to analyze the empirical results in a multiangle,which further enriches the related research on economic growth from the point of view of factors.The inadequacies of this paper and the areas to be improved are as follows: First,we build an empirical model to analyze the economic growth of resource-based cities from the perspective of the conversion of dominant factor.The change of the dominant factor of the regression study was carried out by the time section.But it is not able to put forward a comprehensive measure of the relationship between the dominant factor and other factors,and to carry out further empirical tests.In the future,I will continue to study the statistical methods and build a more comprehensive,scientific and reasonable index system to study.Second,according to the comprehensive classification of resource-based cities based on the Sustainable Development Plan of National Resource-based cities 2013-2020,the paper takes the resouce-based cities of Shanxi Province and Shaanxi Province as examples,analyzes the economic growth of resource-based cities promoted by the transformation of dominant factor with no distinguishing the differences of resource-based cities and the empirical results are not including the in-depth analysis of individual resource-based cities.Therefore,the study of the effect of the transformation of dominant factor on the economic growth of different types of resource-based cities and its reasons will be the follow-up research direction.How to solve the problem of economic growth,find breakthrough and force to achieve sustained economic growth in resource-based cities has been a major concern of all walks of life.Natural resources,especially abundant mineral resources,are the foundation of industrialization and the engine of economic growth.What kind of status should be occupied in resource structure? That is a question which scholars are devoted to.On the basis of defining the relationship between the conversion of dominant factor and economic growth,this paper puts forward the idea of the conversion of the dominant factor in the resource-based cities.For natural resources,we cannot make a blind claim.We should improve efficiency of using resource.We should play the guiding role of material capital investment,accelerate theaccumulation of human capital and technological innovation,and promote the transformation and upgrading of industrial structure.Avoid excessive dependence on resources,optimize the structure of factors,improve the efficiency of factors,and transform the dynamic transformation of economic growth through the conversion of the dominant factor.These research results can provide a theoretical basis for the policy making of the dominant factor in the resource-based region and the economic growth.
