Research On Vulnerability Theory And Collaborative Governance System Of Elevator Safety

The elevator has become an important means of transport in people's daily life.Modern cities and high-rise buildings are inseparable from elevators.The elevator has expanded the space for human survival and activity.The number of elevators has been closed to 500 million units in China.The elevator holdings,annual output,annual increments are ranked first in the world.The number of people traveling by elevator every day has been more than 1.5 billion.China's elevator safety level is close to the developed countries.With the continuous development of the economy,the continuous improvement of living standards,people's safety awareness gradually increase.The elevator safety requirements are getting higher and higher,Once it was reported by the media reports,the elevator accident often lead to society widespread concern,and even evolved into a major public event,resulting in adverse social impact.In order to improve and enhance the theoretical system and governance system of elevator safety in China,this paper introduces the theory of vulnerability into the elevator safety field,constructs the elevator safety vulnerability model,puts forward the elevator safety vulnerability index,draws the national elevator safety vulnerability warning map,In order to provide reference and support for the improvement of elevator safety management ability and level in China,the paper also puts forward the concrete measures to improve the elevator management system.Through the research of this paper,the following conclusions are drawn:Chapter 1.Introduction.This paper analyzes the development history,safety theory and governance system of the elevator,and expounds the research background and significance of this paper.This paper systematically reviews the current situation of special equipment safety,elevator safety,vulnerability theory and governance theory at home and abroad,and determines the research methods,contents and technical route of this paper.Chapter 2.Relevant theoretical basis.The theory of safety management,risk management theory,vulnerability theory and collaborative governance theory are discussed from the concept,development course,main point of view and research model.The development trend and theoretical frontier of related theory are discussed.The study laid a solid foundation.Chapter 3.Elevator safety management present situation and the problem research.Through a large number of literature research and data collation,from the elevator production,ownership,manufacturing enterprises,maintenance enterprises,etc.,a comprehensive summary of the current status of China's elevator industry is developed.Take China,the United States,South Korea and Hong Kong as an example,the paper make in-depth analysis of the current domestic and international elevator safety situation.By comparing the domestic and international elevator safety supervision mode,the development characteristics and trends of elevator safety supervision are analyzed.The paper also systematically combs the top ten problems and five major causes of elevator safety management,and identifies the key link of elevator safety vulnerability.Chapter 4.Study on elevator safety vulnerability theory and evaluation index system.And it fully absorbed the theoretical models of vulnerability design,such as the United Nations Disaster Reduction Board and McEntire and other institutions,and put forward the research framework of H(Hazard Source)+ V(Vulnerability)= A(Accident).The relationship between hazard,vulnerability and accident was reconstructed.By analyzing the factors affecting the safety vulnerability of the elevator,the framework model of elevator safety vulnerability is constructed.Combined with the characteristics of elevator safety management,the safety index of elevator safety is selected.Through questionnaire,investigation and interview,four aspects 28 indicators of the composition of the elevator safety vulnerability evaluation index system was formed.Chapter 5.Study on safety vulnerability index of elevator.The data were processed,analyzed and calculated by Delphi method and analytic hierarchy process,and the weight of the vulnerability index system was determined.Using VIKOR method,31 provinces in the country were measured and sorted for elevator safety vulnerability index.Five provinces,Ningxia,Inner Mongolia,Liaoning,Chongqing,Shanghai were studied for the reason of elevator safety vulnerability differences.And then through the way of clustering,the provinces were classified,which provides basis for drawing the national elevator safety vulnerability warning map.According to the classification of vulnerability grading results,the idea and scheme of hierarchical supervision are put forward.Chapter 6.Study on the collaborative governance system of elevator safety Vulnerability.Starting from the government,society,market,the public,the four major bodies,the elevator safety management was involved in an important mechanism to sort out,thus building the elevator safety collaborative governance system framework.To the main body and mechanism were as the core elements,which give full consideration to the relationship between the governance system and vulnerability interrelated.In the collaborative governance pattern,we find the key control points to effectively curb the vulnerability of the elevator,and construct the vulnerability containment model through the structural equation,which provides the theoretical basis and empirical proof for the effective containment of elevator safety vulnerability.Chapter 7.Study on the operational mechanism of collaborative governance of elevator safety vulnerability.In order to curb the vulnerability,we study elevator safety collaborative management mechanism in-depth.From the aspect of government,we promote meta-governance and emphasize the central position of the nation and government.From the aspect of social subject,we promote good governance and pursuit the largest interest of public.From the aspect of market,we promote autonomy and rely on market mechanisms to optimize the allocation of resources.From the aspect of public,we promote co-governance and improve public participation and enthusiasm,which can effectively contain security incidents.Chapter 8.Conclusion and prospect.The research results and the innovation points are summarized and the future development direction of the relevant research is also discussed.The main innovations of this paper are as follows:(1)The theoretical model of safety vulnerability is established,‘H(Hazard)+ V(Vulnerability)= A(accident)' method is proposed;and the theory of elevator safety vulnerability is established,comprehensive introduction of vulnerability to elevator safety governance research field for the first time.(2)The paper identify the main influencing factors of elevator safety vulnerability,and construct the evaluation index system of elevator safety vulnerability from the four dimensions of vulnerability: fragility,susceptibility,resistance and resilience,and realize the innovation of elevator safety evaluation.(3)The VIKOR model of elevator safety vulnerability index is established,and the safety vulnerability index of elevator in each province is calculated.The clustering model of elevator safety vulnerability index is established,and a new method based on elevator safety vulnerability classification is put forward(4)Based on the vulnerability of the elevator safety collaborative governance model,the system proposed the elevator safety governance system;the establishment of the structural equation model,reveal the relationship between elevator safety vulnerability factors and collaborative governance mechanism and the effective ways and measures to curb the vulnerability of elevator safety.
