Research On The Current Situation And Countermeasures Of Government Supervision On Elevator Safety In Residential Areas In Shanghai

With the continuous development and improvement of China’s urban construction,there are more and more high-rise buildings,and the use frequency of elevators is also increasing year by year.As a kind of special equipment,elevator is difficult to manage and dangerous.Its safety and effectiveness are closely related to the safety of people’s lives and property.It is related to people’s livelihood and social harmony.It is becoming more and more important in urban operation safety and has gradually become an important part of urban public safety.In recent years,with the sharp rise in the use of elevators in China,elevator accidents have also followed.There have been a number of public safety incidents in which elevators have led to casualties all over the country,which have had a great impact on urban operation safety and people’s production and life.At the same time,it has also aroused the high attention of social public opinion.Different from elevators in other places,elevators in residential areas have become the focus and difficulty of elevator safety supervision in Shanghai,especially in the renewal of old elevators and the installation of elevators in old buildings.Based on the reading of documents,regulations,research and interviews,this paper selects P District of Shanghai as the research sample,takes the government supervision of elevator safety in residential district of P district as the research object,studies the current situation of elevator safety supervision in residential district of P district through the methods of literature research,case analysis and comparative research,and summarizes and extracts the main problems existing in the current supervision in Shanghai.At present,there are mainly two aspects of supervision and use,such as the floating surface of grass-roots supervision and the inadequate implementation of the responsibilities of elevator users,as well as new problems brought about by social and economic development.Using the system safety theory and responsive supervision theory,the author makes an in-depth analysis of the causes of the above problems,and puts forward the countermeasures and measures to further improve and strengthen the current elevator safety supervision in residential areas in Shanghai,so as to provide reference for enhancing the supervision efficiency,perfecting and innovating the supervision mode.The main research contents and achievements include:1.Describe the background and significance of the research topic,and briefly summarize the research status of elevator safety supervision at home and abroad;Clarify the main content and research methods of this paper;This paper introduces the basic concepts of elevator and residential area elevator,government supervision,elevator safety government supervision,as well as the system safety theory and responsive supervision theory used in this paper.Among them,in the part of system safety theory,this paper makes a systematic analysis on the overall situation and causes of elevator accidents in recent 20 years,which is expected to be used as the guidance of safe use management and the basis of regulatory decision-making.2.Based on the investigation and arrangement of elevator use in residential areas in P District in recent years,summarize the common problems and main hidden dangers existing in the safe use of elevators in residential areas in this district,compare the conclusions of national elevator accident case analysis,and clarify the main safety risks of elevators in residential areas in P district and the key points and grasp of accident prevention and control.This paper studies and analyzes the current modes and methods of elevator safety supervision in residential areas,and summarizes the achievements and problems of elevator safety supervision in residential areas in District P.3.Based on the responsive supervision theory,this paper systematically studies and analyzes the current situation from three different dimensions: supervision subject,supervision system and supervision means The problems existing in the government supervision of elevator safety in residential areas in Shanghai include: the grass-roots supervision is superficial,the responsibilities of users are not implemented in place,the elevator maintenance quality is uneven,the public’s non-standard riding behavior still exists,and the monopoly of elevator inspection and testing.Combined with the system security theory,this paper analyzes the deep-seated causes of the above problems.4.Based on the problem extraction and theoretical analysis,combined with the actual situation of elevator safety supervision in Shanghai,and drawing lessons from the elevator safety supervision mode and advanced experience of typical foreign countries and regions,this paper puts forward feasible countermeasures and suggestions to further optimize the current elevator safety supervision in residential areas in Shanghai based on the thinking and Enlightenment of P-zone supervision countermeasures.The research proposes that based on the system safety theory and responsive supervision theory,and with the help of advanced technologies such as Internet of things,5g and big data,the government supervision of elevator safety can start from the source of control design,supervise the whole process of manufacturing,installation,inspection and maintenance,promote the sharing of relevant information among the government,society and the public,and upgrade the traditional supervision to "intelligent supervision".Government supervision should give full play to the subjective initiative of all subjects,compact their legal responsibilities,and guide and promote the supervision mode of pluralistic co governance.At the mechanism level and socialization level,we can also design,establish and improve the credit supervision system and the launch mechanism of maintenance units,especially laws,regulations and systems to encourage elevator insurance.Through the research of this paper,it is expected to provide scientific decision-making basis for the competent department of P district government and relevant units and subjects in the safety supervision and use of residential area elevators,and provide countermeasures and reference for the safety supervision of residential area elevators in other regions of Shanghai and even the whole country;And further contribute to ensuring the safe operation of elevators,reducing elevator safety accidents and ensuring the safety of people’s lives and property.In view of the limitations of ability and energy,this paper can only rely on relevant theories and focus on the elevator safety in urban residential areas,which is most concerned by the current regulatory authorities.The fine and intelligent supervision theory,method and specific practice of elevator safety in residential areas of mega cities need to be further studied,and the countermeasures proposed in this paper also need to be further tested and verified in practice.
