Key Issues Of Business Management For Railway Small & Medium Transport Service Providers

Nowadays, the need of transportation is increasingly diversified. It puts forward higher requirement to China railway transportation services, which requires transport service providers to meet the clients' needs furthest as a result of growing requirements of service project, service quality and service level. Thanks to the reasons above, it provides enormous development opportunities for small and medium railway transport service providers that have the advantages like their flexibility of transport operation and tight connection with the market. However, the research for the administration, development pattern and management of small and medium railway transport service providers still stays at an extreme deficiency state. Therefore, it is very necessary to study the key issues about management theories and methods related to small and medium railway transport service providers,which could provide a theoretical basis and a practical guideline to a rapid development for these providers to some extent.This thesis focuses on the key issues related to the management and operation of small and medium railway transport service providers and conducts systematic research into the Transportation Engineering Branch of No.3 China Railway Administration where some theoretical studies and practical analyses in terms of job contents, optimization of transportation organization, cost-benefit management and management related to small and medium railway transport service providers. The main tasks of this thesis are:1. It explains the connotation and management model of small and medium railway transport service providers and analyzes these providers' characteristics and the competition-cooperate relationship with China Railway Corporation in detail in terms of enterprise scale, transport requirement characteristics, marketization development, railway transport features and so on.2. The optimization problem of work organization related to small and medium railway transport service providers at heavy haul railway technical station has been studied towards the current typical transport service form that small and medium railway transport service providers participate in heavy haul railways' transport service by way of combined transport.In order to meet two main targets, which are minimizing the total residence time of arrival train in station and minimizing the decomposition time of combined train at front station,considering multiple operation and capacity constraints, a multi-objective linear programming model for the optimization problem of heavy cars' combination at technical station in loading area has been built and a multi-objective optimization algorithm based on fuzzy membership function has been designed. The double-objective optimization model and algorithm, which are presented in this thesis, have been popularized and applied to solve more complicated optimization problem related to empty cars' combination at marshaling station in heavy haul railway unloading area.3. It proposes a cost and income management method based on Cost-volume-profit Analysis applied to small and medium railway transport service providers on the basis of these providers' characteristics. In addition, a system of evaluation norms based on transportation benefits has been built and a management approach based on multi-level grey model has been proposed for small and medium railway transport service providers.4. It illustrates the necessity and significance of proceeding fine management and has built the fine management system applied to small and medium railway transport service providers. The theory and conceptual model to analyze every influencing factor in the fine management system has also been built by using the Structural Equation Modeling.5. It chooses the Transportation Engineering Branch of No.3 China Railway Administration as an example, explaining general introduction of the company and its primary service pattern, to conduct application analysis on optimization of transportation organization, cost and income management, fine management and other problems by using the theories proposed in this thesis in terms of the management and operation related to small and medium railway transport service providers.
