With the rapid development of the knowledge economy and information economy,enterprises must be able to respond quickly to changes in market demand and take timely innovative actions,which determine the enterprises' survival and development to some extent.How the enterprises respond quickly to the needs of the changes of the market in the turbulent market environment and take the effective innovative actions has become the focus of attention in both the practical and theoretical fields.Flat organizational structure,innovation capacity and quick decision-making mode are important to cultivate and maintain the organizational agility,these key elements are all based in information technology,and its structure and function are also subject to business IT level.Therefore,learning from integration of IT,organization management and other theories,we try to build enterprise IT business value model from the perspective of "IT capacity-organizational agility-Organizational Performance".Focused on the basic topic of "information technology business value",the paper adopts methods as normative analysis,questionnaire survey and empirical analysis.Firstly,from the diachronic evolution of IT ability and information processing theory,the paper demonstrates the influence mechanism of IT on organizational performance in uncertain environment,with mathematical derivation proving;Secondly,the paper demonstrates agility's intermediary mechanism in the value chain from IT capability to organizational performance,then the main empirical hypotheses are put forward;Thirdly,on the basis of specific business scenarios,hypotheses as the IT main effect,the uncertainty's moderating effect,the agility's mediating effect gradually release.Main contributions are as follows:(1)With the organization placed in an open environment,combining enterprise ability theory,information processing theory and IT ability diachronic evolution theory,the paper steps forward mechanism of "IT ability-agility-organization performance" in uncertainty,mathematical proof followed;(2)Through the comparative analysis of the former research:IT asset,IT resource and IT ability,which are different from each other but connected,the paper horizontally integrates the three views in uncertain environment,abstracts the management characteristics and capacity characteristics.The IT ability is divided into:IT technical capability,IT management capability and IT knowledge capability.The potential uniqueness of IT acquisition ability is analyzed in the process of the model.(3)Through empirical analysis and model updating-empirical analysis,the mechanism is further modified to " technical capability,IT management capabilities-IT knowledge capability-organizational agility-organizational(?)performance",the demonstration process inspects the structural relation of IT abilities and the unique feature of IT knowledge ability,reveals the uncertain environment's moderating effects which are not fully supported.The result of this study makes up for the deficiency of the research on the business value of information technology to a certain extent,and provides a reference for Chinese enterprises to invest,develop and use information technology.
