The European Union(EU)is one of the important partners for China in the field of agro-product trade and cooperation of science and technology.Based on this condition,it is helpful and useful to conduct concrete collaborations between China and EU via analysis of the reform process and updated progresses of EU agricultural policy and scientific innovation mechanism.As reviewing the history of the EU development,we can find that the relevant policies on agriculture and scientific innovation of the EU has been changing and adapting with the social and economic developments.China is experiencing or will face the similar situation as the EU,therefore the EU relevant policy reforms will provide some valuable enlightenments for our development.The European Union launched the new ten years' development plan in 2010,called"Europe 2020",which makes the orientation for all member states of the EU on the priorities and objectives of the development from 2010 to 2020.The Europe 2020 puts forward three mutually reinforcing priorities:Smart Growth,Sustainable Growth and Inclusive Growth,The EU Common Agriculture Policy and the EU Framework Programme for Research and Innovation are important parts of the Europe 2020.The EU Common Agriculture Policy(CAP)can be dated to the years of 1962,being one of the oldest policies of the European Union,and it is strongly rooted in the European integration project.Due to the Policy's long history,it is also a policy that has been reformed on many occasions,in particular during the past decade,and each reform was in order to adapt to the demand of the social and economic development at the specific period.In a word,the different reform measure in the agriculture policy at different period clearly reflected the significant orientation of CAP development.In 2013,a political agreement on the new reform of the CAP from 2014 to 2020 has been reached,which will rebuilt and optimize the current structure of the CAP.In the case of the scale,the EU Framework Programme for Research and Innovation(FP)is the biggest official scientific initiative in the world,and all member state of the EU join in the formulation and implementation of this programme.The EU Framework Programme for Research and Innovation stands out with its significant characteristics as the high level of research,the vast areas,the big investment and the large number of partners.Up to date,the total of seven FPs has been completed,and the eighth programme "Horizon 2020" is undergoing.Through the analysis of the important points in the EU agriculture and scientific innovation policies,on one hand we can learn the updated progresses of the reforms in these policies,which will be useful to support the China and EU cooperation in the new era.On the other hand,we can also learn some lessons from the EU,which will also be helpful to amend the relevant policies in China.The key points that can be learned from the CAP are:firstly,the agriculture policy should be sustainable with significant objectives;secondly,the agriculture policy should be in line with the demands of social and economic development and the different type of agro-productions;thirdly,the agriculture subsidies should be hierarchical rather than only one model.The key points that can be learned from the EU research and innovation programme are:firstly,the collaborative innovation is the best way to conduct the important sci-tech programme and allocate resources;secondly,the sci-tech programme should be open to the whole world which can mobilize the domestic and global resources;thirdly,the supervision in the whole processes from the beginning to the end of the sci-tech programmes is the key for guaranteeing the success of these programmes.
