At present.with27member states,the European Union(EU) has become the world’s largest energy consumer group whose energy consumption aeeounts for14%-15%that of the whole world, and also become the world’s second largest energy importer.The European Union is economically advanced but possessing limited resources.Meanwhile.As the pioneer of environmental protection,EU also faces severe challenge in the Process of making energy policy inview of the issues brought by the elimate changes.As the highest degree of economic integration of the regional economic organization in the world today,European Union proposes a variety of policy for energy efficiency improvements very early,and has formed a relatively complete policy framework in energy efficiency improvement. Research on EU energy efficiency policy has certain theoretical and practical significance. This article taking the EU energy efficiency policies as the research object.
