Research On The Construction Of Japanese Metropolitan Area After World War ?

At present,With the process of urbanization accelerating,various problems are emerging gradually,such as land urbanization faster than the population urbanization,land use efficiency is low;spatial distribution and size of the structure is not reasonable,beyond the resources and environment carrying capacity;The level of urban management services to be improved,"urban disease" problem has become increasingly prominent.The theoretical research and practice of new urbanization inculding development mode,advancing path,development momentum and so forth,is still immature in China.The "national new urbanization plan(2014-2020)" proposed the objective to promote the coordinated development of different cities inculding optimizing the eastern urban agglomeration,cultivating the midwestern urban agglomeration,establishing the coordination mechanism of urban agglomeration,but how to realize the goals is an important task in the construction of China's urbanization in the future.In this context,this paper,based on the problems in urbanization in China,has selected Japan as a research country of which urbanization with high level and distinctive feature.Meanwhile,the paper also has discussed the evolution,characteristics and main influencing factors of the construction of metropolitan circle in the process of urbanization of Japan,such as spatial development,industrial expansion and population urbanization.With the analysis,this paper suggested that the construction of metropolitan area in Japan can be divided into four stages,namely,the embryonic period,the acceleration period,the adjustment period and the mature period.Although the characteristics are not the same in different stages,but from the three aspects of space development,industrial expansion and population urbanization,the main features of metropolitan construction can be summarized as the policy orientation of spatial development,the comprehensive of industrial expansion,the one-wayness of population transfer and the population-industry multiple "a very concentrated".At the same time,as the most important factors in the construction of the metropolitan area of Japan,there are extensive interaction and coordination between spatial development,industrial expansion and population urbanization.the development of space for industrial expansion and population urbanization provides land resources and infrastructure conditions;industrial expansion provides the employment for population urbanization,and provides financial support for the spatial development;population urbanization provides labor for industrial expansion,but also put forward higher requirements on the urban space carrying capacity.Therefore,in the process of metropolitan area construction,spatial development,industrial expansion,population urbanization are interdependent and mutually restrictive relations,and the coordinated development among them is an important guarantee for Japan to achieve high level urbanization.In order to further analyze the relationship of coordinated development among spatial development,industrial expansion and population urbanization in metropolitan area construction,this paper takes the Tokyo metropolitan area as an example,and makes an empirical test using the coupled coordination model.The results show that,due to the high degree of coupling,spatial development,industrial expansion,population urbanization have achieved a high level and even senior level of coordination.On this basis,aiming at the problems of urbanization(urbanization),this paper puts forward some suggestions to promote the coordinated development of spatial development,industrial expansion and population urbanization in China.This article is divided into five parts,including eight chapters,the specific contents are as follows:The first part includes first chapters.This part mainly introduces the research background and significance,literature review,research methods and ideas,as well as inadequate and possible innovation.The second part includes the second chapter,that is the general analysis of the construction of metropolitan area.The main contents include the connotation and characteristics of metropolitan area,the factors affecting the construction of metropolitan area and the review of relevant theories.The third part includes the third,the fourth,the fifth and the sixth chapter,which is the core part of the paper.The third chapter briefly introduces the urban system and structure,the history and characteristics of construction of metropolitan in Japan;the fourth chapter mainly studies on the spatial development of construction of metropolitan in Japan,and on the basis of expounding the connotation of spatial development and its significance to metropolitan construction,this paper analyzes the evolution,characteristics,policy guarantee,problem and its governance of spatial development;the fifth chapter has a reseach on the industry expansion in the construction of metropolitan area,based on the elaborating of connotation of industrial expansion and its significance to the construction of metropolitan area,it analyzes the industrial layout and its evolution and characteristics,industrial agglomeration and its role,industrial transfer and its effects,as well as the support of industrial policies for industrial expansion;research the Japanese population in the city circle construction of the sixth chapter,Based on the elaboration of the connotation of population urbanization and the significance of metropolitan construction,this chapter analyzes the effect of spatial development and industrial expansion on population urbanization,and discusses the role of public policy to promote population urbanization.The fourth part includes Chapter 7,which studies the coupling and coordination of spatial development,industrial expansion and population urbanization in the construction of Japanese metropolitan area.With the all of theory analysis above,this part,taking Tokyo metropolitan area as an example,has carried on the empirical verification to the coupling coordination relations among the spatial development,industrial expansion,population urbanization.Finally,the fifth part includes Chapter 8,which is the enlightenment for China's urbanization from the experiences of Japanese metropolitan area construction.Combined with China's problems in urbanization,in this part,the author puts forward some suggestions to promote the coordinated development of spatial development,industrial expansion and population urbanization in China's urbanization.
