Abstract/Summary:
The paper studies the path of technological innovation impact on transformation and upgrading of China’s manufacturing industry,scilicet,examining the influence of technological innovation to China’s manufacturing industry development and industrial structure adjustment.Firstly,review the relevant theory and literature on innovation,technological innovation,manufacturing,industrial development and industrial structures systematically.Then construct technology innovation evaluation index system and measure technology innovation capability of Chinese manufacturing industry,sub-sectors as well as the regional manufacturing.Next evaluating current situation,problems,international environment and strategic opportunities of China’s manufacturing industry to analysis the realistic foundation of manufacturing industry transformation and upgrading.On this basis,using industry panel data and provincial panel data respectively to empirical analysis the effects of different technological innovation paths on China’s manufacturing industry transformation and industrial structure evolution.Finally,applying ICT(electronic and communications equipment industry)manufacturing industry as a typical example to discuss the prospect and power of Chinese manufacturing transformation and upgrading.This study aims to explore the path of transformation and upgrading of China’s manufacturing industry,in order to provide theoretical support and policy recommendations for the efficiency and coordination development of China’s manufacturing industry.Through building a manufacturing technology innovation capability evaluation index system,using principal component analysis method to determine the index weight,it estimates the technological innovation capability of year 2003 to 2013 China’s manufacturing industry,28 sub-industries,as well as 30 provinces and municipality.Estimates results showed that technological innovation capability of China’s manufacturing industry appeared a continuous improvement overall,but it still emerge industry differences and regional imbalance.The top five industries of technological innovation capability are communications equipment industry,transport equipment,electrical machinery,special equipment industry and general equipment industry,all concentrated in the high-technology industry.Technology innovation capability ranked the top five provinces(municipalities)are Guangdong,Jiangsu,Zhejiang,Shandong,Shanghai,all belong to the east area.International and domestic status of China’s manufacturing sector improved significantly,but there is a big difference among the industries and regions,and the manufacturing industry is facing many system,markets and enterprise level problems.China’s manufacturing transformation and upgrading would be impacted by revitalize the manufacturing sector of US,Industry 4.0 plan of German and Industrial Recovery Plan of Japan.But the Belt and Road Initiative and China manufacturing 2025 are important opportunities to China’s manufacturing transformation and upgrading.By constructing manufacturing industry concentration level index system,using maximizing deviation method estimates the intensive level of China’s manufacturing industry and sub-industries.Employing 2003-2013 years of industry panel data,empirical research independent innovation,technology spillover of foreign capital,imitative innovation these three technological innovation paths effect the manufacturing industry intensive development.The results showed that:independent innovation is not yet promoting the manufacturing industry intensive development,foreign technology spillover and imitation innovation can improve the intensive level of manufacturing industry.Based on measuring industry structure supererogation level of China manufacturing and the regions,using provincial panel data during2003-2013 to investigate the impact of three technological innovation paths on manufacturing industry structure supererogation.The results showed that:independent innovation,foreign technology spillover and imitation innovation can promote manufacturing industrial structure supererogation level,and there are regional differences in the impact of technological innovations on industrial structure.Effect of the central region independent innovation on the industrial structure is lower than the northeastern and western regions,the impact of the central region foreign technology spillover and imitation innovation is significantly higher than the northeastern and western regions,but no significant difference with the eastern region.Using the Theil index and structural deviation index respectively to calculate the rationalization level of China’s and regional manufacturing industrial structure,applying 2003-2013 years of provincial panel data to investigate the impact of three technological innovation paths on manufacturing industrial structure rationalization level.The empirical results show:the independent innovation can promote manufacturing industrial structure rationalization,while foreign technology spillover will weaken the rationalization level of manufacturing industry structure,imitation innovation can not raise the rationalization level of manufacturing industrial structure.The further investigation about regional differences found that:independent innovation on the rationalization of the industrial structure do not exist regional differences,but foreign technology spillover effects on the central region rationalization of the industrial structure is lower than the western region,and no difference with eastern and north-eastern regions.Tracking the evolution of Chinese’s ICT industry,it found that,from 1990 to 2013,the economy creativity,technological innovation,environmental protection and resource conservation capacity of this industry has gradually increased,currently in the growth stage transition to maturity stage.By establishing international competitiveness evaluation index system of ICT industry,using 2000-2013 ICT industry export value data of the world’s major countries and regions,utilizing cluster analysis method to evaluate synthetically,the result shows that the ICT industry competitiveness of the world’s major countries and regions can divided into four levels,China is now in the first level,showing a strong international competitiveness.Then applying diamond model to analysis the reason why competitiveness of Chinese ICT industry has changed.Finally,according to Huawei’s innovation practice case studies,building independent innovation framework map,for providing empirical data for the prospects and power of China’s manufacturing industry innovation and transformation.Based on the above findings,put forward recommendations of manufacturing industry innovation and transformation from the government and corporate dimension.Such as Government should complete industrial policy,construct innovation system,adjust area layout,train skilled person,cultivate core enterprises and so on.Manufacturing companies need to increase technology investment,focus on innovation;take integration strategy,expand their influence;integrate into the international network,participate in standard setting;play a leading role in promoting industrial transformation and restructuring.
