Research On Sino-russian Regional Economic Cooperation In The Context Of The Silk Road Economic Belt And The 21^st-Century Maritime Silk Road Strategy

The global economy and political situation is in complex and profound adjustment.Deeply affected by the international financial crisis of 2008,world aggregate demand continued weakness,international capital flows and exchange rates fluctuations increased,commodity prices tend to fall,international trade and cross-border investment grew weakly,the global economic recovery has been a slow and difficult process and growth remains lackluster.European debt crisis has not been fundamentally resolved,the United States gradually withdraw quantitative easing policy,the deep-seated structural contradictions in major countries which is especially in the resource-based emerging economics such as Russia,uncertainty risk in the world economy increased significantly.At the same time,the international political situation is constantly changing.Ukraine crisis has made Russia into a situation of violent conflict with the West,which led Russia to the east,connecting the interests of different fields and directions between China and Russia.May 2015 Chinese and Russian heads of state signed a joint declaration of the Silk Road and the Eurasian Economic Union docking cooperation,which is a Strategic breakthrough.It will accelerate regional development and regional economic integration of the two countries.The Silk Road Economic Belt is not to create some form of organizational alliances,but to build an open,inclusive and functional cooperative model of economic cooperation,to encourage the countries along the Belt and Road to achieve economic policy coordination and carry out broader and more in-depth regional cooperation of higher standards.As the important country along the Belt and Road,China and Russia should enhance policy communication and strategy docking,and actively promote the deepening of Sino-Russian regional economic cooperation,which is not only beneficial to further the integration of Sino-Russian political and economic interests,but also to promote the common prosperity and development along the countries and regions.Currently,the Belt and Road strategy provide a new impetus to support the Sino-Russian regional economic cooperation.The overall level of Sino-Russian regional economic cooperation is still lags behind the international trend of economic development,not to mention giving full play to the great potential of bilateral economic cooperation.It means that China and Russia have continued to expand the scope and depth of regional economic cooperation.The Openness of the Belt and Road strategy determines Sino-Russian regional economic cooperation is no longer confined between China and Russia,but extends to a wider range among Sino-Russian and the entire countries along.According to the differences in economic conditions and complexity in structural adjustment of countries along currently,the regional economic cooperation among Sino-Russian and the countries along is impossible to reach a wide range of multilateral cooperation in the short term,and should be preferred to the neighboring countries,particularly the sub-regional economic cooperation is more realistic,which is jointly advanced by China and Russia in the docking cooperation framework of "the Belt and Road" and the Eurasian Economic Union.In fact,the sub-regional economic cooperation is developing rapidly,especially the transnational sub-region of Northeast China and the Russian Far East had risen to the strategic height of national economic development,and in the cooperation process of interactive docking.Then,what are the new trends in the Sino-Russian regional economic cooperation under the Belt and Road strategy,what kinds of innovative cooperation model can successfully promote and deepen the cooperation,what path can be taken to achieve interactive cooperation?These issues are worthy of in-depth study.It has the urgent practical significance and the decision-making reference value,which is of expanding the international influence and competitiveness of cooperation,pushing the regional economic cooperation among China-Russia and the countries along developing rapidly.The paper is divided into eight chapters.Chapter Ⅰ is the preface of the paper.The author describes the research background and significance,summarizes and reviews the relevant research literature at home and abroad,and outlines the research ideas,basic framework and method,and points out the innovations and shortcomings.Chapter Ⅱ is the part of related concepts and theoretical basis.It mainly expounds the related concepts,thoroughly explores and combs the theory of regional interdependence and co-opetition,regional spatial interaction theory,regional spatial structure theory,and regional spatial organization theory,and regional economic cooperation theory,which can provide the theoretical support for further study.Chapter Ⅲ is the part of developing condition and evaluation of Sino-Russian regional economic cooperation.In view of trade-investment cooperation,the author points out the influencing factors of Sino-Russian regional economic cooperation.On this base,it builds the measurement model of Sino-Russian regional economic convergence,and then evaluates the integration development of this cooperation.Chapter IV is the part of new trends and targets of Sino-Russian regional economic cooperation in the context of the Belt and Road strategy.Firstly,it analyses the new trends of the cooperation as follows:Sino-Russian transnational sub-regional economic cooperation is becoming the focus of the development strategy;building a Free Trade Area network is the direction of integration;Northeast and Northwest regions are the main areas to participate in the cooperation;Cross-border traffic economic belt will expand the filed of cooperation;economic ties among different cities is deepening and so on.Secondly,it sets the near and medium term targets of Sino-Russian regional economic cooperation.We must take full use of the platform of cooperation which is created by the Belt and Road strategy,actively promote Sino-Russian jointly developed Bilateral and multilateral transnational subregional cooperation,Strengthen the interconnection of regional infrastructure,promote trade and investment liberalization and facilitation,advance the construction of cooperation mechanisms,take the lead in the conditions of mature areas of establishing a free trade area in the subregion,and gradually extend to the whole countries along to form a FTA network.Chapter V is the part of modes of Sino-Russian regional economic cooperation in the context of the Belt and Road strategy.To begin with,it summarizes the representative experience of transnational sub-regional economic cooperation at home and abroad,and reveals the main features of transnational sub-regional economic cooperation,then analyzes the cooperation modes from different perspectives.Furthermore,it combined with the new trends of the cooperation,especially inquired into the modes of Sino-Russian regional economic cooperation in the context of the Belt and Road strategy.The author studies from various perspectives such as the space distribution,specific areas,leading strength and basic carrier of the cooperation,proposed kinds of modes,which mainly consist of the traffic axle-belt type of multiple wings cooperation mode,the Compound type of main and auxiliary international Industrial Cooperation mode,the Joint promotion type of government and market cooperation mode.Besides,clear the main characteristics,development paths,and practical measures of different modes.Chapter VI is the part of mechanisms of Sino-Russian regional economic cooperation in the context of the Belt and Road strategy.It reviewed and analyzed the Current Situation of Sino-Russian regional economic cooperation mechanisms.According to this,it focused on the mechanisms construction of the cooperation in the context of the Belt and Road strategy.It studied on two directions from the vertical development and horizontal expansion of the cooperation mechanisms.The former focused on regional dialogue,coordination of arbitration,the benefit-sharing and information advisory services,and other mechanisms.The latter focused on trade,investment,energy,technology and industrial cooperation mechanisms.Chapter VII is the part of an empirical research on City Economic Linkage between Northeast China and the Russian Far East,and Economic Spatial Structure of the transnational sub-region in the context of the Belt and Road strategy.It sets the economic cooperation in the transnational sub regional of Northeast China and the Russian Far East as an example,to study how to carry out the transnational sub regional cooperation promoting by China and Russia,taking the main cities as the research object.The author uses gravity model to calculate the value of economic linkages among major central cities at different time points,and analyses the economic structure using social network analysis method.Then put forward several recommendations from the aspects of city positioning,cooperation special layout and mechanisms to strengthen economic convergence.Chapter VIII is the part of conclusions.It summarizes the main conclusions,and gives some suggestions on the direction of future work.The innovations of the paper are as follow.Firstly,using of cross disciplinary,multi angle method,to study the Sino-Russian regional economic cooperation and the transnational sub regional promoting by China and Russia,it’s of creativity on research method.Secondly,it’s in the leading study of the transnational sub regional cooperation by means of analysis economic linkages among major central cities,which is of creativity on research angle.Thirdly,it raises some new ideas such as setting Sino-Russian neighboring regions as a whole to carry out industrial layout,building a ladder type of international industrial cluster,turning complementary cooperation to strategic cooperation and so on.
