With characteristics of technology and knowledge service, today science and technology service industry is becoming a strategic and pillar industry of national economy. First, science and technology service industry transfers service directly, improves the productivity by science, technology innovation and technology transform. It can support economic and social development strongly. Second, science and technology service industry promotes the development of other industries actively. Agglomeration of Science and technology service industry realizes the combination of knowledge, technology and service, the radiation, polarization effect and knowledge spillovers can accelerate the transformation and upgrading of industrial structure, optimize the economic forms.Science and technology service industry is a new industry, with the core of modern scientific knowledge, the modern technology and the researching methods, using experience, information, technology and other elements to provide intelligence to economic society. As an important part of modern service industry, its economic interests and social value have been paid more and more attention by international society. At present, the researches on science and technology service industry are definition, current situation and problems. Most of them are Qualitative research, qualitative combined with quantitative research are rare, especially in the perspective of provincial combined with spatial econometric studies are rare too. Therefore, in-depth analysis of technology service industry cluster mechanism,to find the most important influence factors becoming to a difficult and worthy problem. Based on the above understanding, we carried out this research, and strive to explore the developing measures and ways to promote science and technology service industry cluster, to promote industrial upgrading and construction of new industrial system, it will also rich the industry development theory.Based on the above understanding,the essay reviews the relevant theories and literatures of science and technology services, expounds the interaction mechanism between the agglomeration of science and technology service industry and the factors of economic development, the government, plan, scale economy, knowledge spillover, proving there is a kind of circulation and accumulated effect between them. Based on this, putting forward economic development, knowledge spillover, scale economy, technological innovation, market-oriented, capital funds, human capital, open door to the outside world,all the above are the main factors that influence the development of China’s science and technology service industry agglomeration.Based on the analysis on science and technology service industry disequilibrium development in our country and the data availability, in the framework of spatial econometrics, consider 1995-2014 as the sample time, from the perspective of 31 provinces. This essay calculated the spatial gini coefficient, industry concentration and location entropy of China’s science and technology service industry agglomeration. Through the spatial analysis, based on ESDA technology service industry cluster of China, respectively, from the four regions, provinces, cities, industry level analysis of spatial agglomeration of China’s science and technology development trend.The result shows,in 1995-1999,2005-2014, these two periods of science and technology service industry agglomeration shows strong, because of the different quality,some region’s agglomeration develop quickly, some region’s agglomeration develop slowly. On the whole, China’s science and technology service industry agglomeration degrees tend to be more centralized, but partial provinces and cities in eastern and central tendency of the science and technology service is more outstanding. Among them, Eastern concentration is higher than the Midwest, lowest degree of agglomeration in the West.On the premise of rational government decision to build the conceptual model, empirical analysis on the main influencing factors of China’s science and technology service industry.The results showed that, these factors all affect the science and technology service industry cluster in China. Among them, the economy of scale effects greatly, capital fund and economic development are in the second place. The scientific and technological innovation, degree of marketization has some influence,human capital has negative influence, knowledge spillover has both positive and negative influence.On the basis of the above, summarizing foreign science and technology service industry experience and typical mode of developed countries, combining with the domestic science and technology service industry cluster development success examples, from the reform of system and mechanism, building good environment for science and technology service industry cluster; from the implementation of industry planning and design, building support platform for science and technology service industry cluster; from the promotion of industrial innovation ability, improving the power for science and technology service industry gather.
