Informationization is the great tendency for development at the present time,and also an important mission faced by all countries (regions).It promotes the increase of productivity,optimization of industrial structure,change of decision-making in production&operation,and development of net economy.It is within such context that this thesis,taking informationization as the method,studies how to achieve Chinese growth through informationization,and further on that,how to push forward the transformation of the pattern of economic development.Informationization is an industrial revolution resulting from leap development and widespread application of modern information technology.It boosts growth of information industry and exploration as well as utilization of information resources,promotes improvement of the production mode and transformation of economic development pattern,shapes new economies such as information economy and net economy,and guides economic development to enter information society from industrial society.Along with the information technology's innovation,diffusion,development and integration,the current generation information technology motivates the outcome of net economy and e-commerce,and the next generation information technology makes possible for the accelerated development of internet technology to grow towards broadband,wireless and smart,for high-performance computing to grow towards compute-and data-intensive,and for software systems to march onto the stage of being internet-based,smart and highly accountable.Next generation information technology is characterized by fast development in aspects of cloud computing and Internet of Things,etc.Both current generation and next generation information technologies have advanced innovation-based economy.Informationization provides innovation-based economic development with technology basis,knowledge basis,and information dissemination,hastens revolution of production and spreading of information and knowledge,facilitates their production,sharing and application,drives exploration and utilization of information resources,and accelerates innovative development.The thesis considers that informationization play an important role in advancing industrial upgrading and transformation of the economic development pattern.In manufacturing sector,informationization facilitates the optimization of traditional industries and appearance of new business styles,thus the industrial structure is adjusted.Informationization in driving the transformation of industrialization is mainly achieved through the following ways:first,IT and telecommunication innovations motivate the alternation of leading industries.Second,IT and telecommunication applications stimulate many traditional industries'innovation vitality.Third,informationization changes some traditional industries'value creation model.In service sector,modern service industry came into being along with informationization.The process of increasing efficiency in service industry synchronizes the transformation of service industry,which is showed mainly in three aspects:first,informationization drives service industry's upgrading from labor-intensive to knowledge-intensive.Second,informationization boosts the development of producer services.Third,due to the usage of information and telecommunication technologies,labor division in service industry intensifies,service trade rapidly grows,IT-based services can be carried out in separate countries,and as a result,offshore service trade and internet-based service model emerge accordingly.In agriculture sector,the driving force of informationization in agricultural modernization is reflected in four aspects.First,informationization guides the innovation of agricultural produce.Second,informationization leads agricultural produce to enter the market.Third,informationization provides services for agricultural technological progress.Fourth,informationization improves agriculture's scientific management level.The thesis defines information technologies' industrialization process as the direct effects of informationization,and effects resulting from using intermediate products in manufacturing sector are considered indirect effects.By computing the intermediate input rate,influence coefficient and response coefficient of electronic information industry and information service industry,thesis analyze information industry's influence on industrial upgrading,thus the conclusion as below can be reached:First,the direct effects of informationization are evident.The electronic information industry has become a pillar industry of Jiangsu,and the information service industry has rather big influence across the region.The electronic information industry's driving force is relatively strong,both the influence and response coefficients of which are greater than 1.Whereas the information service industry's driving force is relatively weak,both the influence and response coefficients are less than 1.Second,in terms of the electronic information industry,the indirect effects of informationization are evident,but those of the information service industry are somewhat weak.When electronic information products are used in manufacturing sector,the added value is markedly increased,which indicates that the higher the intermediate input rate of electronic information industry,the greater chances for enterprises to use new technologies,so as to effectively promote product upgrading.Meanwhile,the intermediate input rate of information service industry exerts nearly no influence on added value,which means the role of information service industry yet needs to be fully played.Third,an information-driven agriculture is built through two approaches.On one hand,information service industry is brought into agricultural produce'production,sales and training,so that agricultural produce' structure is effectively improved.And on the other hand,electronic information products are directly or indirectly used to increase agricultural produce' mechanization level and drive agricultural upgrading.Informationization substantially changes styles of business operations and market transactions.Modern management such as modularization management and network management emerges to implement standardized management and efficiency management,which raises the efficiency of micro-economic activities,increases business competitiveness,and facilitate the transformation of the pattern of economic development.The content of enterprise informationization varies with the nature,scale and type of enterprises as well as the development stage of information technology.As for manufacturing enterprises,the content mainly includes automation and informationization in production process,enterprise internal management informationization,and informationization of enterprise supply chain and customer relations management.Enterprise informationization helps enterprises to implement cost leadership strategy,differentiation strategy and specialization strategy to shape their competitive edges.Enterprise informationization makes it possible for enterprises to produce and manage based upon information technology and network being applied,which changes enterprises' service model,upgrades their innovation capabilities and increase their international competitiveness.It is pointed out that the application of network information technology shall break the original equilibrium between the specialized economies and transaction costs,bringing about the evolution of organization and labor division.When enterprise informationization comes to a certain stage,with the intensified application of the internet,transaction costs continually decrease,organizational transaction efficiency rises,and this will help promote social division and development of specialization.Enterprise informationization creates necessary conditions for modular production,and modular production brings about revenue maximization for economic division.Closer links are built between enterprises through the internet,increasing the division and cooperation efficiencies among them.This thesis analyzes the influence of informationization on changes of enterprise's internal organization structure with the empirical method.According to empirical research,the construction of enterprise informationization,especially that enterprises using internet,exerts influences on enterprise organization structure.The depth of internet usage is positively related to the decreasing of internal levels of organization.It shows that the application of informationization promotes the reduction of inner levels of enterprises,expands the management span of managers,and makes the trend of flattened structure more obvious.With the deepening of informationization of enterprises,some new organizations are emerging,for example,virtual business,internet organization and etc.It is believable that the information technology will be applied in management deeper and more widely day by day,and will play a more and more important role in organization changes in later days.The paper analyzes the indicator system of informationization,and points out the problems of the current indicator system.The paper proposes the suggestions to perfect the indicator system from the views of upgrading the industry.The paper deems that informationization indicator system not only includes the information industry development and information resource utilization,but also includes informationization utilization indicators,especially includes the indicators of upgrading the industry promotion.Perfecting informationizaion indicator system shall insist on obeying the problems oriented,implement oriented,employment oriented and performance oriented rules.The paper analyzes the issue of informationization influencing the transformation of economic development pattern from the perspective of system.The thesis believes that,informationization is the new stage of economic development,and new stage needs new system arrangements,which can better push forward the informationization development and then push forward the transformation of economic development pattern.Informationization development pattern refers to the basic framework and basic operational principle that a country or a region adopts during the informationization course.Internationally,informationization patterns mainly include the following four types,the market-oriented informationization represented by the USA,the government-oriented informationization represented by Japan,emerging industrial country and region oriented pattern represented by Newly Industrial Economics(Korea,Taiwan,Singapore and Hong Kong),and national economy type represented by India and Brazil.This thesis makes a contrast and conclusion between the four patterns in the aspects of the industrial policies,infrastructure input of information industry,technological innovation and human resources.Government plays an important role in the informationization course.Its efficient system support related to informationization is crucial to high-speed development of a country's (region's) informationization.Those efficient systems include,firstly,capital input system which supports the basic research,including the government direct input and venture input;secondly,the efficient industrial policies which support the information industrial development,including industrial structure policy and industrial organization policy;thirdly,high efficiency and multi-level talent-cultivating system;and fourthly,the forward-looking information planning and information legislative system.The thesis points out that,to realize the transformation of economic development pattern through informationization,we should strengthen the system innovation,establish efficient system,standardize and guide activities of economic entities like enterprises,and make them helpful to push forward informationization construction,and to realize the transformation of economic development pattern.Learning from international experience and combining the actual Chinese reality,the paper proposes the following system arrangements to facilitate the informationization promoting economic development.Firstly,to establish powerful organization to accelerate the transformation of the mode of economic growth;secondly,to draw up transformation economic development pattern based-on informationization utlization plan at the different level and lay out many action projects in significant areas;thirdly,to make use of industrial policies,regulate and optimize the industrial structure of information industry;fourthly,to strength the utilization and openness of information resource,and to ensure the efficiency of information resource supply;fifthly,to establish efficient input system for informationization,and strengthen the guiding function of financial and taxation systems in informationization construction input;sixthly,to establish high efficient and multi-level talents cultivation and introduction system,and provide human resources for informationization construction;seventhly,to speed up drafting informationization legislation and criterion,and complete the legislative system for informationization;eighthly,to perfect the informationizaion estimation indicator system,and use the evaluation output as an important development examination indicator of various government departments.
