The Study On Economic Low-Carbonization Development Of Central Region In China

As an Important energy base and an old industrial base, central region is confronted with severe situation and internal pressure in respects of the transformation of economic development mode and energy conservation and emission reduction. Therefore, the Industrialization and modernization in the central region can no longer walk the way of "pollution first, management" or "pollution, and control",it need to re-examine the industrialization modes in developed regions,in theory,and explore the paradigm of economic development and industry types to realize "a Resource-Conserving and Environment-Friendly society",and in practice, choossing sustainable development path suited for central region, it means to implement the economic Low-Carbonization development and develop the Low-Carbon Industry.Low-Carbon Industry is only a layer of meaning of the Economic Low-Carbonization development,it reflects the change of stock;and the Industrial Low-Carbonization reflects the change of increment,the two jointly form the Low-Carbon Economic development.Low-Carbon Economic development will in turn span three "inverted U curves" of intensity of carbon emissions, per capita carbon emissions and gross carbon emissions,it will experience three stages of Low-Carbon Economy.Low-Carbon Industry development is the base of maintaining Low Carbon development, the Industrial Low-Carbonization is the development and change of Low-Carbon Industry in the dynamic optimization process,it contains absolute Low-Carbonization,relatively Low-Carbonization and Low-Carbonization in recession of three kinds of situations.It can be interpreted as the decoupling state and process of industrial development (industrial production) and carbon.Compared with the original three classification model of industry,Industry classification model of Low-Carbon Economy pays more attention to how to protect resources and environment, resources environment in service, emphasis on sustainable supply and utilization of resources, embodies the sustainability of the economic and social development. Narrow sense of low carbon industry means that aiming at greenhouse gases(only for carbon dioxide emissions),adopting new technologies to improve energy efficiency,in order to reduce the carbon intensity of energy, so that the unit of carbon emissions of industrial output higher or have increased compared with the original industry.For further quantitative analysis of Low-Carbon development level, uses the analytic hierarchy process (ahp) from industrial output, the industry energy consumption and industrial emissions three dimensions, and then evaluates and analyses Low-Carbon development level of six provinces in central region. low carbon industry development level index of six provinces fluctuates in different degree,but presents a rising trend. In2007-2010, HuBei low-carbon industry development level has been ahead of the other five provinces,JiangXi was the floor level.In the aspect of Economic Structure Diversification(ESD), ShanXi diversity index is higher than the national average, the industrial structure has a lot of evolution space, in the aspect of Energy Consumption Structure Diversity index (ECSD), central region was generally lower than the national average,it need to optimize and adjust energy consumption structure, accordingly, the central region has great space for optimization and upgrade of the energy consumption structure and industrial structure, it means that the Low-Carbon Industry is particularly necessary.Then take the five categories industries for example,use Tapio decoupling index to analyse and evaluate Industrial Low-Carbonization of six provinces. Six provinces five categories industries presented Low-Carbonization state, but the degree is different. And then analyse current situation of the Low-Carbonization potential of six provinces by the evolution form of IP AT model. Found that the potential level were all in low level,it means that the response relationship of industry growth and carbon emissions tends to be weak-decoupling,in other words,carbon emissions are still increase, but growth speed is slower than the industry growth.Finally, put forward that the low carbon industry cluster, the circular economy park, emerging low carbon industry and energy-saving emission reduction of energy-intensive industry are the main path for the development of low carbon industry.And then, put forward policies and Suggestions from three aspects about the structure of emission reduction, industrial emission reduction and new energy development.
