| Electronic records are important national information resources in the information era. Strengthening the management of electronic records is one of the basic tasks of the new period, which is of great significance to ensure national information security and enhance the country’s soft power. With the popularization of information technology, a huge amount of electronic records have been generated and widely used, especially in governmental affairs. However, there is a critical lack of capability of managing the electronic records resources in our country. Consequently, as promoted by a group of leading scholars, electronic records management was listed as one of the national strategies. On the other hand, the concept of cloud computing was proposed within the same time. Its application has been gradually extended from the realm of business to governmental affairs. During such a process, the transformation of government functions has been imposing an important influence on the construction of e-government. Under the background of this transformation of government functions, the dissertation takes problem-method-contribution as the main line and treats the management of government electronic records as the research object.In particular,the dissertation investigates the integrated management and service model of government electronic records and its associated applications in cloud computing.By defining government electronic records and certain other relevant concepts, the dissertation takes The Records Life Cycle, The Records Continuum, Front-end Control Thought, Whole Process Management Thought, Synergetics Theory and Transformation of Government Functions as the theoretical basis of the research. The theory of Records Life Cycle has experienced the transformation from the traditional model of records life cycle to the electronic model of records life cycle. Based on such a transformation, The Records Continuum was evolved. It emphasizes the understanding of the background and the status of the records, and believes that the use of records is the focus. It also stresses inter-agency cooperation. The Records Continuum, Front-end Control Thought and Whole Process Management Thought jointly provide the idea of integrated management of the electronic records. Under the guidance of Synergetics Theory and the Transformation of Government Functions, each element and each system of the electronic records management can work synergetically to achieve the overall enhancement of the effect it brings.In the dissertation, electronic records management in a cloud computing environment and traditional network environment are compared. It analyzes the advantages of and challenges faced by the cloud computing technology from three aspects, including the management idea, management technology and organization system. The dissertation studies the construction of regional government cloud based on the transformation of government functions. The functional interaction between the central and local government is analyzed, and the six main reasons are revealed. The dissertation considers that the government electronic records have the characteristics of big data. The government data and cloud computing will be closely related in the long-run. Based on the comparison among three kinds of cloud computing deployment models, including private cloud, public cloud and hybrid cloud, the construction model and system architecture of regional government cloud are proposed based on the transformation of government functions. From the integration of government business process, the dissertation analyzes its meaning and motivation, and uses the ISO/TR26122:2008 as a tool to analyze the function and sequence of government business process. The dissertation analyzes the reliability of the integrated management of electronic records in cloud computing and its influence factors. Based on the node-process model, the dissertation puts forward the integrated management and service model of government electronic records for the uesrs’ goals and business process, and analyzes its operating mechanism. Finally, through the case analysis on the construction of E-government in the city of Nanjing, the dissertation verifies the proposed theory and model.The main conclusions of the dissertation are:1. The dissertation modifies and extends the theory of traditional electronic records management by introducing Synergetics Theory, enriches The Records Life Cycle, The Records Continuum, Front-end Control Thought and Whole Process Management Thought; 2. The integrated management of government electronic records must be implemented in the background of the transformation of government functions; 3. The dissertation presents a method of building government cloud, which can dynamically match the government functions, so that the technical environment can provide flexible responses to the changes of the government business process; 4. The dissertation sets up the integrated management model of the electronic records for the user’s goals and business process, and realizes the synergetics and integration of the electronic records management. |
