Among many public crisis events, disaster is the most frequent happening in recent years, which pays more and more social attention and has a profound influence. Starting with reform and opening up, China is entering a social transition which has a rapid economic development, accompanied by a high incidence of natural disasters and social public crisis incidents, which to a large extent is testing the crisis management ability of the government. How to deal with the disaster events, defuse the crisis and guard against the risk, becomes a human, national and state common topic, which also reflects the crisis management level of the government. With the increasing advancement of mass media today, the media plays a more and more important role in the government crisis management.
