Under the big background of social transformation,the government administrative system is changing from direct plan management style to indirect macro-control style,and Chinese higher education is deepening its comprehensive reforms.In the process of the game among various factors such as reform and conservative,inheritance and innovation,progress and backwardness,gradualness and radicalness,the strong policy formulation,execution ability,system innovation ability,capacity to maintain order and resource integration capability of ideological and political education seem to be quite important.As an indispensable part of ideological and political education,policy is the powerful guarantee of the construction of the counselors in colleges and universities.On the one hand,the historical facts show that the policy would effectively ensure the orderly construction of the counselors in colleges and universities,and the accumulated successful experience is worth studying and summarizing.On the other hand,we should get insight into the problem of the policy distortion in its process of implementation,in order to facilitate the construction and development of this team in the future.This research is based on the above.The thesis focuses on the policy area of the construction of the counselors in colleges and universities;takes the emergence and development of the policy of the construction of the counselors in colleges and universities since the establishment of the P.R.C as the main research object;follows the theory of decision management of ideological and political education;uses the theory of policy design and implementation for reference;studies on the development history,the idea of value,the implementation and strategy of the policy of the construction of the counselors in colleges and universities.The thesis consists of introduction and five chapters.The introduction mainly illustrates the origin of the research,raises questions,puts forward the research value based on the related research review,and clarifies the research ideas and the research methods.The first chapter elaborates the theoretical basis of the research:the theory of decision management of ideological and political education,the theory of educational policy design and implementation theory,and makes a study on the policy of the construction of the counselors in colleges and universities by using the related knowledge of institutional changes and system efficacy of historical institutionalism.The second chapter combs the generation and historical development vein of the policy of the construction of the counselors in colleges and universities.The chapter reviews the modern generation process,the procedure of contemporary adaptation,and the current strategic transformation process of the policy of the construction of the counselors in colleges and universities.The chapter illuminates the process of development,the characteristics and the change rule of the design and implementation of the policy of the construction of the counselors in colleges and universities in different historical’ phases.Research has shown that the production,form and development of the policy of the construction of the counselors in colleges and universities is not only a political phenomenon,but also a kind of system management behavior.In order to carry out the daily ideological and political education and management effectively in colleges and universities,the policy of the construction of the counselors in colleges and universities ismade and implemented,which includes not only the strategy of the construction of the counselors in colleges and universities but also steps and means to achieve this strategy.The third and fourth chapter explores the value orientation of the policy of the construction of the counselors in colleges and universities which should be followed.The chapters explore the value orientation of the policy from the perspective of policy value analysis and put forward the people-oriented and performance optimization as the root of its value orientation by utilizing the method of policy analysis.The chapters put forward that the concept of specialization and the life-long education idea are the fundamental conceptions guiding the policy of the construction of the counselors in colleges and universities.From the aspects of concrete policy products of the construction of the counselors in colleges and universities,the chapters tease apart the policy background,goal and overall framework based on the Occupational Capability Standard of the Counselors in Colleges and Universities(provisional).And from the perspective of policy analysis on developing specific policy cognitive view,the chapters depict the state ought to be,and point out that the Occupational Capability Standard of the Counselors in Colleges and Universities(provisional)established the professional quality structure and ability standard of the counselors in colleges and universities with the authority of policy,embody and stipulate the design of the future development ofthe counselors,and it marks the specialization ofthe counselors in colleges and universities entering the rule-based stage.The fifth chapter first reveals the specific contradictions of the implementation of policy of the construction of the counselors in colleges and universities.Based on the empirical research,the chapter presents the reality of the implementation of the policy,and analyses the affect factors of the implementation of the policy from the aspects ofcharacteristics of policy problem,policy conditions and policy environment.It points out that the lack of anticipation of the unfavorable factors in policy implementation,investment of policy resources,personnel development,the application of authoritative resources,etc.are the key factors of the policy distortion in its process of implementation.The policy capacity of the construction of the counselors in colleges and universities is restricted by the interests of the relationship between the social system,the legal problems in education management activities,the individual choice of policy interest groups,especially the understanding of policy issues,the complexity of the individual behavior motivation,constraint of social reality of the policy target group which are the potential restriction of the policy capacity.Then,the chapter explores the actual problems of the construction of the counselors in colleges and universities and the key elements directly related to the formation of national policy objectives.Based on this,the chapter points out that eliminating the influence factors of the implementation and distortion of the policy and breaking through its limits as far as possible are problems of the implementation and development of policy of the construction of counselors which must be solved.The chapter puts forward some suggestions for the sustainable development of the policy of the construction of the counselors in colleges and universities:building high-end platform for counselors’ growing,enhancing the level of scientific training,guiding the target group to make the individual choice,avoiding the alienation of dominant value target,improving the effective application of the policy authority resources,avoiding selective implementation of the policy,etc.
