In the past decades, the problem of ageing population in China has been worsening.Amid radical social changes, the high social status of the elderly has been on the wane in the country, with spiritual life quality of the seniors being less optimistic.Meanwhile,in the past study of the elderly community, the academic circles used to treat the elderly as social burden in exploring solutions to the problem of ageing population. In 2002,the concept of "positive ageing" was advanced at the Second World Assembly on Ageing, and the roles of the seniors began to experience radical changes;the elderly are regarded as positive contributors to family, society and nation. So,guided by the concept of "positive ageing",the author chooses the elderly community as the object of study and has found that a proper combination of education and elderly care can promote spiritual life quality of the seniors. Then, the author proposes the concept of"Senior Life Enrichment through Education(SLEE)",arguing that it is an all-new notion and model of elderly care. With governmental encouragement, support and counsel as well as the senior participation in various levels, kinds and forms of educational and cultural activities, the elderly care in terms of their sense of happiness and overall situation can be enhanced so as to realize overall improvement of the quality of the senior life. The SLEE study is a breakthrough attempt of its kind in the exploration of the senior education, empowering elderly education with brand-new value and mission. This study offers a completely new solution to the dilemma of worsening spiritual life of the elderly in China. The paper adopts a literature-based approach, social survey and statistical analysis to explore education and elderly care, aiming to integrate senior education and security for the elderly with a focus on institutional design and means of implementation of SLEE.This paper is comprised of five parts:Chapter One,Preface, including background and implications of the study, definition of the relevant concepts, theoretical basis, goals and areas of study, principles and methods, and innovation and possible further work;Chapter Two,Cultural Traditions and Historical Background of SLEE in China, analyzing the forming of cultural traditions of Respect for the Elderly and Esteem for Virtue in old China and making of social norms and social policies. This is meant to explore historical origin of integration of education and elderly care in old China in a bid to create the ethos of SLEE;Chapter Three,Case Study:Current Situation of SLEE in China, offering an analysis of two main threads-current situation of elderly care and elderly education development;Chapter Four,Institutional Design of SLEE in China, which deals with policy background and real-life implications of institutional design of elderly care through education, its nature and function, and principles and goals, with discussions on elements and relevance of the system of SLEE;and Chapter Five,Means of Implementation:The Elderly Care through Education in China. This section explores feasibility of implementation of SLEE in China, dealing with specific strategies of effective integration of education with elderly care during implementation of SLEE at the levels of government, society and the elderly community. In addition,it provides detailed argumentation regarding organization, operation and management as well as implementation scheme in SLEE institutionalization.Through historical exploration, the survey of current situation, the case study and theoretical analysis, this study has made the following findings:First, starting from the pre-Qin times, the cultural tradition of respecting the seniors has been in existence in the then China. With the development of "Respect for the Elderly and Esteem for Virtue" and "Filiality" norms, the elderly began enjoying a higher social status, playing an important role in all aspects of social life.Back in West Zhou Dynasty, the social norm of respecting the elderly had taken shape alongside a series of state-level such systems, like creation of the rules of "King's Cane" and"Respect in Elderly Care" and formation of fine tradition of "Elderly Life Enrichment in School".This has made education and elderly care an inseparable whole.Second, the material living standards of elderly care in China have been on the rise while spiritual life of the elderly community has generally been problem. With over 30 years of development, the elderly education in China has seen fruitful results. In this regard, some models of featured development originated in various parts of the country, like the "3+N" model of Fangcao Street in Chengdu, and "social workers + volunteers"model of community care of the elderly in Shenzhen, among others. These models have led to satisfying results in the course of implementation, their success experiences significantly conducive to study of institutional design of elderly life enrichment through education as reference.Third,SLEE is a pioneering ethos and model of elderly care implementation;the crux of the matter lies in designing relevant systems and rules and choosing corresponding means of realization.Meanwhile,in implementing finally the SLEE system, government will be the entity of institutional responsibilities with main activities focused on complementing and innovating elderly life enrichment through education. There has to be a proper synthesis of senior life enrichment, education, and system of elderly care.Fourth, the design of SLEE system should be aligned with nature of public policy under principles of holistic design, diversification and differentiation, fairness and generalized benefits, and compatibility;the design should be able to promote elderly all-round life-course development and betterment of life quality. The main content of the SLEE system includes:specifying responsible entity of the design of the SLEE system, setting up organizing and management institutions, training and tapping SLEE talents, and fund raising and fund management, etc. The curriculum design of SLEE is the core of the SLEE system and the overall requirement should be able to help improve elderly life control capabilities and social adaptability and motivate the elderly to participate in social life and make their contributions. The curriculum should include various classes subject to life stages and psychological factors, such as preparatory course for elderly life, course of role adaptation, and course of transcending freedom of life, etc.Fifth,SLEE as a trailblazing institutional design requires exploration into concrete means of implementation at governmental, social and elderly community levels. The implementation of SLEE should be based on development of education and elderly care and their effective integration;it should have clear-cut entity of implementation with proper organization and management amid actual operations;it should follow a step-by-step approach with implementation by stages leading to wider areas of implementation of the SLEE system;and the ideal of implementation of the SLEE system is to allow every senile individual in China to have his fair share of benefits, promote overall improvement of life enrichment of the elderly in China, and advance the undertaking of elderly security into a complete new era.The innovative nature of this study lies in the breakthrough in topic proposal and argumentation based on existing studies. The major innovative highlights range from proposal of the concept of SLEE to exploration into elderly care from perspective of education to institutional design and means of implementation of the SLEE system.Notwithstanding, due to limited scope and capabilities of the author, there may be details left untouched concerning institutional design and implementation of the SLEE system;the future development of SLEE in China still awaits further studies.Considering these inadequacies in study, the author is full aware that the study of SLEE is merely a tentative pioneering start and there is still much hard work ahead for fellow scholars in the academic community in a bid to fulfill the Chinese dream of the ageing population in China.
