Study On Party Building Of State-owned Enterprises Under The Background Of Comprehensively Deepening Reform

On the Session of Party Building of Nat ional State-owned Enterprises President Xi Jinping stresses that state-owned enterprises must gain “six types of power”by means of strengthening and improving party’s leadership and party building in stated-owned enterprises,which sets new higher requirements of enforcing strict self-discipline on the party members and solving the problem of party’s weakening and marginalizing leadership for party building work of state-owned enterprises under the circumstances of comprehensively deepening reform.Upholding the party’s leadership,strengthening and improving party building in state-owned enterprises in the context of comprehensively deepening reform is signif icant as it serves as a crucial point of striking a balance between the economic and political mission of state-owned enterprises,an intrinsic requirement for enhancing the economic vitality,control and influence,a key element to initiatively adapt to and lead the new normal economy,and also at the s ame time an essential premise for integrating the party organization into the modern enterprise system.However,party building of state-owned enterprises in the new circumstances faces many problems and challenges mainly as follows: the weakening function of party construction,lax party discipline,inadequate implementation of “Two Responsibilities”,dim party building awareness of party workers,low quality and inadequate capacity of party members,problems of selection and appointment,and four existing forms of undesirable work styles —formalism,bureaucracy,hedonism and extravagance,etc.The reasons for the above problems are as follows: First,the introduction to modern enterprise system has some impact on traditional party construction of state-owned enterprises;Second,the principle of democratic centralism has been undermined to different extents in the course of reforming and development of state-owned enterprises;Third,there is no effective connection between the principle of the Party assuming the responsibility for cardres’ affairs and the maketizat ion of recruitment;Fourth,party building innovation system lags behind.In general,under the background of comprehensively deepening reform state-owned enterprises should give full play to its core political role of leadership,ensure its participation in decision-making on vital problems,and continuously strengthen the ideological and polit ical education in state-owned enterprises.Meanwhile it also should stick to the goal of improving enterprise benefit and strengthening enterprises’ competitiveness.Besides,training a contingent of leading cadres and carrying out the policy of depending on working class whole-heartedly will also be indispensable.
