The communist party of China was founded in 1921,ninety-six years ago.The cadre education and training of the communist party of China,if counting from the cadre education which was offered by the party's founder,has gone through a journey of ninety-six years.Over the past ninety-six years,the cadre education and training of the communist party of China has created an outstanding achievement,has accumulated rich experience,and has left us many inspirations.The education and training of our party has always been regarded as an important and necessary means to meet the needs of the party organization and help to promote the growth of the cadre,and it is also a strong guarantee to build a high-standard cadre team.The training of cadre education has also been Wvigorously developed in the past ninety-six years.We should see that the achievements of the training of the cadre education give a large credit to the high attention,the correct strategic layout and the constant innovative style of our party.Any education training should be consistent with the political,economic and cultural aspects of the era,and the training of cadre education is no exception.With the constant innovation of our party and the competition of the country,the training of cadre education has ushered in new development opportunities and challenges.But undeniably,relative to the rapid momentum of the party and national undertaking development,relative to the construction requirements of the higher quality of cadres,cadre education training optimization,to be thinking about could still have a lot of place.This will urge cadre education training practitioners to have a new understanding of the training of cadre education,and new exploration on the path of development.As a cadre education training worker,the question of how to properly develop cadre education training on the basis of existing theoretical construction and evaluation system often haunts the heart.It is very important to make a general design of education training and make it more reasonable and suitable for its national conditions.Human consciousness and standards of self-renewal are constantly being perfected and changed over time.The development and innovation of cadre education training also must go through such a process.Our party's cadre education training has been pursuing higher,faster,stronger and larger,to pursue more satisfied,more human and more sustainable.This design includes the design of the concept,the design of the orientation,the design of the model,the design of the guarantee conditions,and the design of the evaluation.This study attempts to construct a theoretical system for the rational development of a cadre of education training,which provides a new way of thinking and possibility for the development of the training of cadre education.The research starts from studying the background of cadre education and training,and interpreting the fundamental knowledge,connotations,characteristics,principles as well as theoretical structure of the cadre education and training.It also figures out the historical development of the cadre education,provides case study of western civil servants education theory and a case of the practice of cadre education in L province D city to investigate the situation of cadre education and training development.All the research is to provide the practice basis for the reasonable cadre education and training development,to put forward reasonable top design of cadre education,the management practice of a reasonable cadre education development and to analyze the trend of the cadre education training in China.The research includes the following six aspects:The introductory part introduces the new situation of cadre education and training,the present situation of the cadre team and cadre education and training,and discusses the significance,specific ideas and approaches of this research,and analyzes the possible innovations and shortcomings of the research.The first chapter is the theoretical interpretation of the rational development of cadre education training,which explains the basic problems of cadre education and training,the connotation,the essence and basic principles of the rational development of cadre education and training.It also helps to build up a reasonable theoretical analysis framework.The second chapter is the practical basis of the rational development of cadre education training.By combing through the development of education training of Chinese cadres from 1919 to now,this paper introduces the development trend and case of international leadership talents,and provides a practical basis for the rational development of the training of cadre education.Chapter three is the rational review of the current situation of cadre education training.In order to obtain the cadre education and training development situation and first-hand data of related problems,this study conducted a questionnaire survey and interviews,and to compare the development of cadre education and training and the concept of constructing cadre education and training system,it also analyzes and points out the cadre education and training development in law compliance,value pursuit,demand guidance,practical problems.Chapter four is the top-level design of the rational development of cadre education training.According to the theoretical framework of cadre education and training and reasonable development,it also analyzes from the reasonable development,basic idea,and the reasonable operation mechanism of the cadre education and training,and it also put forward reasonable suggestions of development,trying to give an answer on macro goals and vandalized layout.The fifth chapter is the practice of cadre education training,and based on the theoretical analysis framework of rational development,the training of cadre education is put forward in practice.The sixth chapter is the evaluation system of microcosmic strategies which includes the designs of the quality evaluation of the training center,the quality assessment and evaluation of the cadre learning,and the assessment and evaluation of the teachers' teaching quality assessment and evaluation for design.
