The Provision Of Elderly Welfare For The Rural Residents And The Institutionalization Of A Welfare Pluralism System

In rural area of Chinese,there has been an welfare provision arrangement for the elderly by governments,families,collectives,markets and communities.Although scholars have already studied and discussed many aspects of rural welfare issues,only few scholars have analyzed the structure of the welfare supply system.Under the logic of structure-functionism,and the pluralistic welfare paradigm,this paper try to answer the question of how to solve the problem of elderly welfare in rural area.This paper studies the problem from the perspective of the rural elderly provision system,and its purpose is not to carry out a designed welfare pluralism system,but to reveal the complexity of the provision of rural welfare situation in China,This paper provides a theoretical basis for the future development of rural elderly welfare system,so as to provide a rational choice for the development of elderly welfare provision in rural areas in China.Firstly,this paper shows that the emergence of the diversification of the rural elderly welfare provision system has some rationality,by analyzing the evolution of the historical elderly welfare provision arrangements.The system in rural areas is formed after 2003,with the government in the rural welfare issues on the return of responsibility and a series of policies related to the introduction of basic welfare gradually formed.However,from the empirical point of view,the supply effect of this system exists in the material level of welf are supply there is a limited problem;from the structral point of view,there is a lack of complex nature of the main body and the lack of clear liability to define the problem,there is a lack of overall design And the problem of subjective synergies is limited,and there is a problem of institutional loss caused by the retreat phenomenon.Therefore,this paper analyzes the supply structure of pension benefits,divides the provision of pension benefits into welfare distribution and welfare transformation,introduces the concept of organic system,and puts forward an organic pluralism An organic model of pension benefits.This paper analyzes and expounds the theoretical process of providing pension benefits by means of coordinating the relationship between the status and role of the pensioners in the organic system and the various subjects.Finally,the future supply of rural old-age welfare in China is bound to be diversified.But diversification is not just the diversification of the source of pension benefits,but more importantly the diversity of pension welfare and the transformation of pension welfare.
