Analysis On The Responsibility Of Township Government In The Provision Of Elderly Care Services In Nursing Homes

In the 21 st century,China is speeding up to enter a super aging society.The aging problem will be a problem in the coming decades,and this problem is more obvious in rural areas.With the gradual improvement of the level of rural economic development and the continuous enhancement of the democratic consciousness of the masses,their demand for pension services is also gradually diversified,which also puts forward higher requirements for the functions of the government.In the past,the rural elderly service was mainly provided by the relevant government departments,but restricted by financial resources and government failure and other factors,the government had to adjust its direction,integrate departmental resources,absorb the power of rural communities,social enterprises and volunteers,and jointly solve the problem of insufficient supply of rural elderly service.Based on the analysis and summary of the domestic and foreign related literature and the elaboration of related concepts,this paper investigates the current situation and actual needs of the elderly in four public nursing homes in Zhumadian City,Henan Province,mainly from the economic support,daily care and refinement of the elderly This paper expounds the current situation of the demand for the elderly in the nursing home from the aspects of spiritual comfort,expounds the current situation of the supply of the elderly service of the government in District y from the aspects of capital supply,the introduction and implementation of the elderly care policy,assessment and supervision,and the supply of the construction of the nursing home,and finds that there are problems in the supply of the elderly service of the government in the nursing home,such as the supply of resources,the implementation of policies,the accountability of the government and the insufficient response of the government.The plight of rural nursing homes shows the lack of government responsibility,which is related to the administrative subject,government system,resource funds and government mechanism.Therefore,this paper proposes to strengthen the government responsibility from four aspects: improving the policy design,strengthening the administrative body,optimizing the resource allocation and standardizing the mechanism construction.In the current rural nursing home environment,the government needs to take more powerful measures to meet the needs of the elderly at a higher level and improve the quality of life of the elderly.
