Research On Cloud Governance Of Internet Public Opinion About Significant Public Events In China

"Significant public events" refer to the public events which involve large scale, wide influence and great influence. "Network public opinion about significant public events" puts "public events" as the background or cause, to study the network public opinion triggered by significant public events.At present, in our country, the society is easy to be out of order, the economy is easy to be out of balance, the psychology is easy to be out of balance, and the social ethics is easy to lose the social economy transition. Significant public events happen often. Due to the awakening of citizen consciousness and the popularity of the internet, the voice on the internet becomes an important method for internet users to participate in public events and even an easy way participating in democratic politics. A series of significant public events, such as Xinjiang 5.22 and Kunming "3.1" violent terrorist attacks, important government congresses over the years, Sinopec Dong Huang oil pipeline explosion, "7.23" Yong Wen line bullet train accident, have triggered heated debate on the network. Network public opinion has become an important measure of the effectiveness of events and the important position of the event publicity. To some extent, the network of public opinion are not effectively and timely judged, forecasted, grasped and guided, it is likely will induce the public crisis and even endanger the social stability.With the deepening of social progress and democratization process, ways seleceted by public management subject dealing network public opinion has gradually changed from blocking to guiding, from controlling to governance. From the perspective of governance, China’s environment and governance tool of network public opinion management is not mature, so there is an urgent need for seeking the theory support and scientific strategy about network public opinion governance.In this paper, on the support of collaborative governance, cloud computing and other related theories and technology, cloud governance model of network public opinion about significant public events is proposed. Cloud governance is based on cloud computing technology, multi-agent network participation, high elastic governance, and sharing of knowledge. Subjects become the nodes of the network interconnection, computing resources and data resources belong in different subjects are shared and unified. Under the cloud governance mode, the environment, system, subject, methods and supervision of the public decision-making is optimized.Business Process, data, and tools are three elements to achieve cloud governance model. The data model of cloud management mode mainly includes four units:data storage, data organization, data processing and data management. Data storage is mainly to solve the problem that data exited in different shapes. Data organization is mainly to solve the problem of data classification. Data processing mainly provides fast computation capability of data. Data management mainly provides functions such as data registration, positioning and monitoring.In the view of business model innovation, cloud governance model constructed closed-loop business processes based on information life cycle. In the six of traditional phases, information collecting, information management, public opinion analysis to determine the target, alternative plan proposing, and action taking, distributed collection and analysis, cluster decision making and linkage decision process, is optimized and reengined.From a logical point of view, cloud management tool model includes physical layer, virtual layer, data layer, service layer and tool layer. Information dissemination tools, public opinion processing tools, consultation discussion tools and decision making tools are designed under cloud governance tool model.The implementation of cloud governance must rely on non relevant technical support. Therefore, the deliberation and coordination mechanism, the network trusting mechanism, information sharing mechanism, responsibility mechanism and think-tank consulting mechanism, are put forward, which construct the safe mechanism arrangement of cloud governance.
