Resource And Process Synergy Of Health Care System In Hierarchy Medical System

The hierarchical medical system is developing in China's health care reform further.In the change of health care industry,the resource and process synergy,as a potential mode of management innovation,becomes an effective management of health care system to gain the advantage.However,there are two main problems in health care system at present.Firstly,there are more and more members in the health care system.This complex relation among the members needs to establish an effective synergy management on the resource and process.The lack of effective theory and method is difficult to obtain the expected result of the hierarchical medical system.Secondly,although there are more theory researches on synergy in the health care institution,the lack of specific methods is also hard to improve the service quality and efficiency for every institution.Therefore,to establish an effective resource and process synergy becomes an urgent problem for health care system from theory research and practice research.To solve this problem,this dissertation includes the following contents.1.Layout synergy of health care system in the hierarchical medical system.Combined with the present situation of health care layout and the basic layout principles,this part puts forward the overall thinking of health care system;according to the characteristics of different grades of health institutions and referral demand;based on the theory of network optimization,constructs the network optimizing model for the primary,secondary and tertiary health care system(the classification of China's health care system)layout and calculation methods;analyses the comprehensive correlation among service units in the outpatient by the system layout planning(SLP),proposes the layout alternatives,and gets the optimal solution by the analytic hierarchy process.2.Service process synergy of health care system in the hierarchical medical system.This part analyses the whole process of health care system and the essential feature of service process in health care institution;constructs the top-model and sub-model,discusses how to collaborate all resources to complete the whole process of health care system;based on the patients and institutions value chain,presents the service process improvements about the actual case by the IDEF0 model and process improvement principles,evaluates the results with the fuzzy comprehensive evaluation.3.Scheduling synergy of health care system in the hierarchical medical system.This part reviews the literature about scheduling application on health care resource from the problem,optimizing model,empirical case respectively,and analyzes the basic characteristics of scheduling on health care service;then,based on the theory of the queuing network,put forwards the facility scheduling optimizing model for different types of patients,and establishes the cost objective function for facility scheduling;aimed at the samples of health care institution,proposes the improved solution by Matlab simulation.4.Ability evaluation of resource and process synergy of health care system in the hierarchical medical system.On the basis of the literature review and field survey,builds the ability evaluation model of resource and process synergy with the analytic hierarchy process(ANP)from strategic,process and resource synergy ability;calculates the relative weights of evaluated indexes by Super Decision software;assesses three grades institutions of Tianjin health care system,gets the ability evaluation results and put forwards the corresponding measures.
