Research Of Regional Medical Care Synergetic Model Based On The Medical Care Data Center

Purpose:This subject is a digital subject of the national “863 Program”,aiming at exploring the solutions to the regional medical data sharing,synergetic model and the normal form of the regional medical care synergetic model which has a general guiding significance and verifying the design and application of regional medical care synergetic model accordingly.Therefore,based on the trend of the national medical care development and aiming at the overall target of realizing “conducting the first diagnosis at grass-root level and encouraging experts to go to grass-root level,classified medical care and treating minor illness in community hospitals and treating major diseases in comprehensive hospitals”,this subject is devoted to pushing forward the reform of medical care system under new situation,and stands on the perspective of better realizing medical care equality,lowering the overall social medical care cost,so as to provide the general publican more convenient and quicker access to medical treatment,hence this subject is of great realistic application and social significance.Method:This subject summarizes and studies the theories related to the regional medical synergy and analyzes the present status and problems as well as the enlightenment experience in regional medical care synergy both at home and abroad by following the general idea of management research subjects and using the research methods like literature analysis,questionnaire survey,personal interview,comparative analysis,cross-sectional investigation,induction method,systematic analysis,empirical research approach,case study and theory construction;a region in a city shall be selected as the research target to study and investigate the present status of the regional medical synergy information service of the medical care institutions;make a comparative analysis on the differences between the data storage mode and the data sharing mode of the medical data center based on the general case study of the medical data center and summarize the main structure,functions and technical support of the regional medical data center using the theory of "Structure-Function";put forward three synergy manners and generic regional medical synergy modes of the regional medical synergy institutions under the guidance of the synergy theory and theory construction method;at last,the application of the synergy mode should be verified and studied through the practice of regional medical synergy information construction of the hospitals.Result:(1)the structure and function of the medical data center was clearly specified;(2)the three forms of regional medical care synergy model are put forward: the vertical medical care business application among multi-level medical care institutions.“Remote” medical care business application among medical care institutions through different levels and across regions;“horizontal” medical care business application among large-sized medical care institutions.(3)The generic model of regional medical care synergy has been summarized based on the case study and summary of generality: “1+2+3+N”generic model,namely a regional medical data center;synergy in policy and quality control;three forms of synergy among three types of hospitals;synergy element for N types of business,including a range of information subsystems with the business systematic software as the carrier.Conclusion:(1)Although there are many experimental modes of regional medical care all over the China,they still have inadequate top design,unpurified planning and insufficient information support,non-standard and unshared data and the problems concerned.The research data on the regional information service level demonstrate that the establishment of uniform and standard medical data center is an important phase for the regional medical care to experience.(2)Propose the establishment of medical data center requiring the consistency in “structure and function” and meeting “five core functions” to bear a complicated conversion stream of business data.(3)Give three forms of regional medical care synergy model showing greater generality;(4)Put forward the “1+2+3+N” model based on regional medical care synergy model of medical data center,which has a generic guidance.
