Study On The Medical And Health System In Song Dynasty

Objective: To summarize and analyze the organizational structure, management system, policy measures and implementation effect of the medical and health system in the Song Dynasty through collecting and reorganizing related ancient and modern literatures;to analyze the causes, progressive significance and defects of the medical and health system in the Song Dynasty, with a prospect of providing insights and policy proposal for the development of modern Chinese medicine.Methods: Documentary scientific method was applied to collect and reorganize related ancient and modern literatures on the medical and health system in the Song Dynasty; genetic method was used to analyze the evolution process and law of the organization, policy and measures in the medical and health system of the Song Dynasty.Results: 1. Governments of Song Dynasty established a comparatively more systematic medical management and organizational system, which became important governmental guarantee in the development of medical and health services, the implementation of disease treatment and promoting the publicity of benevolent government and laid a foundation for the medical and health system in the Song Dynasty.2. Governments of Song Dynasty attached great importance to the prevention and control of disease and adopted a series of comprehensive measures, including medical treatment, economic aid, and political preferential treatment and so on, which in turn formed a government-led-and-social-forces-supported prevention and control system of the disease.3. Governments of Song Dynasty set up government administration medical bureau,which achieved triple effects of “benefiting the country, benefiting the people and benefiting the industry”.4. Governments of Song Dynasty made reform and innovation of the medical education and examination system on the basis of inheriting department of imperialmedical education system of Sui and Tang Dynasties, which had a profound impact on the education of traditional Chinese medicine in the later ages and even in the present.5. Influenced by the drawbacks of the feudal autocratic system, there were problems in the medical and health system in the Song Dynasty, such as poor policy continuity,incomplete central policy implementation, institutional duplication, cumbersome medical officer and serious corruption, which hindered the implementation and popularization of health care policy to a certain extent.Conclusion: The medical and health system of the Song Dynasty had the following enlightenment to the development of Chinese medicine: Government's high attention and strong organizational guarantee was indispensible in the healthy development of traditional Chinese medicine; accelerating the process of legalization of Chinese medicine was institutional guarantee for promoting the development of traditional Chinese medicine; the development of traditional Chinese medicine needed to establish a harmonious and rational management system; the development of traditional Chinese medicine should fully utilize the achievements of modern science and technology research; medical education system played an important role in promoting the social status and value of traditional Chinese medicine; the role of traditional Chinese medicine in the prevention and control of infectious diseases should be fully recognized and popularized.
