Rural Drinking Water Safety(RDWS)is related to people's livelihood,which draws much attention from Chinese government and the whole society.After 2000,China's RDWS experienced two stages of development,which are "rural drinking water predicament-free" and "rural drinking water safety".It is forecasted that at the end of year 2015,520 million rural residents and more than 47 million teachers and students in rural area will benefit from the improved drinking water safety while the issues of RDWS in China will be basically resolved.However,in consideration with the vast territory in China,the complexity of the geography and water resources condition,and the imbalance of the economic and social development,RDWS has obvious characteristics of periodical,repeatability and dynamic.As it were,the RDWS issues need for long-term and arduous endeavor.Therefore,the research about the project running and development modes of RDWS is of great importance.This paper provides the analysis about the development environment and the development pattern of China's RDWS development by using SWOT method.And then,Hebei Province is selected as the research area.An evaluation factor system and the integrated models are built for studying the project running and development mode of RDWS of Hebei.In addition,the suitable target and task of the development mode is proposed.Furthermore,it is proved that RDWS has the strong public benefit by utilizing the financial analysis and the national economic evaluation.The main study contents and analysis outcome are illustrated as follows.(1)The comprehensive analysis towards the development of China's RDWS is proposed by using SWOT method based on the internal environmental(strengths and weaknesses)and the external environment(opportunities and threats).The SWOT analysis matrix and the analysis factor system of RDWS's development environment are summarized,and the weights of each factor are calculated by using the analytic hierarchy process(AHP).Further,the influence of each factor is measured by using the strength calculation method in combination with the factor weights and the SWOT coordinates for the development environment of China's RDWS is established.The analysis result demonstrates that the opportunities of China's RDWS development are apparently outstanding while the weakness still exists.As it were,China's RDWS is still in the initial stage which should maintain its current achievement and continue the further development.In consideration about the analysis illustrated above,the developing target,task and measures are proposed correspondingly.(2)The evaluation factor system and the running evaluation standard of the RDWS project of Hebei province is formed by 3 main-factors including Water Supply Security,Function Benefit and Economic Benefit.The AHP-Entropy integrated model is then built by two methods.One is Analytic Hierarchy Process(AHP),the qualitative and quantitative analysis method based on the subjective preferences of the decision makers(DMs),and the other is Shannon's Entropy,the quantitative analysis method based on the objective preferences of the evaluating object.The factor weights are calculated by the integrated model.In addition,the Euclid Approach Degree is used to measure the approaching level between the running evaluation standard and the running condition of RDWS projects of the 11 districts in Hebei province.The result illustrates that the running condition of RDWS project of Hengshui and Langfang are in the second class,while the other 9 districts are in the level of the third class.Thereinto,the level of Water Supply Security is higher.There are 4 districts in the level of the first class and 7 districts in the level of the second class.However,the Functional Benefits and Economic Benefits are not sufficiently satisfying.In the Functional Benefits,there are 5 districts in the level of the third class and 6 districts in the level of the fourth Class.Meanwhile,in the economic efficiency,there are 7 districts in the level of the third Class and 4 districts in the level of the fourth Class.(3)SWOT analysis method and TOPSIS method is utilized to build the integrated model of SWOT-TOPSIS,in order to research about the development mode of RDWS in Hebei Province.The SWOT analysis system of the model is formed based on the framework of SWOT analysis and the evaluation factor system of the RDWS project.Then the discrepancy between the indicator of the 11 districts of Hebei and the ideal value is obtained respectively,and the SWOT coordinate system is established with the third class of the running evaluation standard as the original point in the analysis of TOPSIS.Meanwhile,the coordinate zone,azimuth,intensity coefficient and the development mode of each coordinate direction are also defined to illustrate the locations of each evaluation object.The analysis result demonstrated that Hebei and its 11 districts are located in the resistance zone of the coordinate system.And the threats they encounter is stronger than the opportunities which can be grasped.Based on the analysis of the azimuth and intensity coefficient,the suitable development mode for RDWS of Hebei and its 11 cities is put forward with the target and task.(4)The rationality of the construction of the RDWS project of Hebei is analyzed by utilizing the financial analysis and the national economic evaluation.The details are considered which concern about the perspective of the project financial feasibility and the national overall resources reasonable allocation.In the results of financial evaluation,the project running expenditures are larger than the water fee,which exposed the weakness existed in the aspects of pricing water quantity measurement,and the water fee collection.Therefore,it is necessary to put forward to establish a scientific mechanism of the water pricing,the financial subsidies policy and the project maintenance fund for the sustainable running of the project.The figures of the national economic evaluation reveal that the huge government investment about the RDWS leads to outstanding benefits,especially during the 12 th Five-Year period.It demonstrates that the RDWS project has a strong public welfare as the basic public facility.The recommendation is proposed that the RDWS's development must be further promoted and the effective measures should be taken to ensure the sustainable running of the project.
