| In recent years,with the constraints of resources and environment in some parts of China,a large number of high input,high energy consumption,high pollution and low efficiency of labor-intensive and resource-consuming industries for regional sustainable development began to highlight the role.Does the manufacturing agglomeration affect the positive and negative effects of environmental pollution and green development?If there is a significant impact,what impact mechanism and transmission channels?What is the relationship between manufacturing agglomeration and environmental governance and green development?The current central government put forward the development of the regional reform opportunities as an opportunity to adhering to the "innovation,coordination,green,open,sharing"concept of development,based on the "thirteenth Five" plan to build a moderately prosperous society.Therefore,the inquiry on the above problems also has important practical significance for regional industrial adjustment and green development.This paper attempts to integrate environmental governance and green development into the agglomeration research framework.The impact of industrial agglomeration on green development is discussed from the two dimensions of pollution reduction and pollution economy cost saving.Firstly,in view of the defects of the existing manufacturing agglomeration and environmental governance performance indicators,this paper uses the EG index to measure the level of manufacturing agglomeration,and the global technology EBM-Malmquist model is used to measure the performance index of environmental governance.Based on the panel error correction(ECM)model,this paper examines the causal relationship between manufacturing agglomeration and environmental governance performance.The results show that,in the year of 2003-2014,Manufacturing agglomeration by region and industry in Chinaare presented inverted"U" type trend,and Manufacturing agglomeration shows obvious spatial differentiation and industry differentiation.It has achieved remarkable results for China’s environmental governance in 2003-2014,but does not show the spatial and industrial heterogeneity.The quantitative test shows that the regional manufacturing agglomeration is the long-term Granger cause of environmental governance performance,and has a positive effect on environmental governance performance in the short term.There is still a long term and short term causality between manufacturing agglomeration and environmental governance performance in East China.There is a significant long-term causal relationship between the central region,but there is no obvious short-term causal relationship.There is a long term and short term Granger causality relationship between manufacturing agglomeration and environmental governance performance in the western region.The industry manufacturing agglomeration is the long-term Granger cause of environmental governance performance,and the technology spillover effect of manufacturing agglomeration is conducive to the improvement of environmental governance performance by encouraging green technology innovation.The agglomeration of manufacturing industry in the low concentration industry is a long-term and short-term Grainger cause of environmental governance performance.The long-term causal relationship exists in the moderate agglomeration industry,and the manufacturing agglomeration has no significant effect on the performance of environmental governance in the short term.The agglomeration of manufacturing industry has a significant effect on the performance of environmental governance in the short and long term.Secondly,as one of the most important factors of environmental pollution control,green technology innovation is an important link between manufacturing agglomeration and environmental governance.Based on the perspective of pollution emission reduction,the green technology innovation is put into the research framework of manufacturing agglomeration and environmental governance performance,and the dynamic threshold effect of manufacturing agglomeration on environmental governance performance is investigated from two aspects of region and industry.The results show that,the effect of manufacturing agglomeration on the efficiency of green technology and environmental governance performance is obvious,and there is significant threshold of the level of manufacturing industry concentration,marketization and scientific and technological innovation.There is an obvious "U"relationship between the manufacturing industry agglomeration and environmental pollution control.When the manufacturing industry agglomeration level does not reach the corresponding threshold value,there is a negative effect of manufacturing industry agglomeration on the efficiency of green technology and environmental governance performance.However,once the concentration of manufacturing industry has reached the threshold value,the manufacturing agglomeration will help stimulate green technology innovation in order to improve the efficiency of green technology,and has a positive role in promoting environmental pollution control.The higher the proportion of nationalization of the manufacturing sector,which may restrict the efficiency of environmental pollution control,and the higher the degree of marketization is conducive to the promotion of green technology efficiency and environmental governance performance.There is green manufacturing technology spillover absorption capacity threshold,and only the success of the technology innovation level across the threshold of manufacturing agglomeration can significantly enhance the role of promoting the efficiency of green technology and environmental governance performance.Thirdly,from the perspective of regional pollution discharge cost control,this paper explores the mechanism of industrial agglomeration affecting industrial structure upgrading and then acting on regional green development performance.Based on the New Profit Efficiency Model,the green development performance of 283 prefecture-level cities in China is taken into account,and the relationship between manufacturing cluster,industrial upgrading and green development performance is combined with Lowess regression and panel VAR model.Empirical test.The results show that the overall performance of urban green development in China from 2002 to 2014 is the trend of improvement in the first and second rise,and the green development performance of urban agglomeration and urban agglomeration in the coastal area is relatively fast,and the coastal "one vertical" and "Along the river "a horizontal”constitutes a "T" shaped space pattern.The industrial agglomeration has a positive effect on the green development performance,and the rationalization of the industrial structure and the impact of the high level have an impact on the green development performance.However,only the impact of the rationalization of the industrial structure has a significant positive effect on the green development performance,and the industrial structure is advanced The impact has a negative effect but not significant.In turn,the impact of green development performance on the rationalization of industrial structure and the impact of advanced performance are positive relations,there is a green development performance for the upgrading of industrial structure upside down effect.Finally,this paper explores the relationship between manufacturing agglomeration,resource allocation and green development from the perspective of resource allocation efficiency improvement.Based on the multidimensional perspective,the spatial distribution of resources in different regions of China is taken into account,and the spatial correlation and spatial heterogeneity between different regions are taken into account.The spatial error,spatial lag and spatial Doubin model are used for empirical analysis.It is found that the resource mismatch level of China’s four major economic zones fluctuates significantly over time between 2002 and 2014,among which the resource mismatch level in the western region is much higher than that in the other three economic regions,and the eastern region Compared with the lowest level in the country.Manufacturing Agglomeration and Resource Allocation Efficiency Improve the green development performance of the region by configuring the various elements based on marginal productivity levels.In addition,the increase in manufacturing agglomeration and the level of resource allocation have a positive and positive impact on the green development performance of the region.In other regions,the spatial spillover effect has indirectly promoted the improvement of green development performance in the region. |
