Rapid economic growth of so many years has made China become the second largest economy of the world,called“China miracle”,Also has accumulated a series of deep-seated contradictions and problems.One of the prominent contradictions and problems is that resource bearing capacity has been up to its limits.Now High input,high consumption,high pollution of traditional development mode is unsustainable,The environmental pollution problem is particular serious.Severe environmental pollution situation threat the healthy of population,economic development and social stability.Government departments have realized the urgency and necessity of addressing environmental problems and then increasing intensity of environmental regulations.Followed by economic development and China’s industrial structure adjustment required in the process of industrial transfer inevitably resulted in the transfer of regional polluting industries.The transfer of polluting industries have reflected the spatial dimension of environmental conflict,environmental regulations system heterogeneity and unbalanced regional development.Due to the different timing of economic development,historical condition,geographical location and other factors,there are regional differences in the intensity of China central and western regions of environmental regulatio ns.The regional differences in the effort of environmental regulations resulted the pollution industry shift towards environmental regulations level of weak areas.Thus,how to regard Scientific Concept of Development as guidance in the process of interregional transfer of polluting industries,carrying on overall consideration,implementing effective governance,so that can avoid the central and western regions in their accelerating process of industrialization to meet the same situation that is "pollution first post old governance " that developed countries and eastern region used to be,and then to promote the sustainable development of interregional economy persistently developed,which is an important proposition.For instance,whether there is a pattern in interregional transfer of polluting industries,the non-equilibrium of Chinese environmental regulations whether has became the driving mechanism of metastasis?Whether existing environmental regulations and policies can guide the healthy transfer of polluting industries correctly? How to improve environmental regulations policies under the strategic goal of green development which as an important factors of interregional transfer of polluting industries.This article begins with theperspective of environmental policy,using interregional transfer of polluting industries as a study object,paying the attention on the dynamic mechanism of interregional transfer of polluting industries and space environment problem under the constraint environment policy.Through systematic structuring the theoretical basis of how the environmental policy affect the interregional transfer of polluting industries to discuss environmental policy selection mechanism of significant meaning in the theory and practice among the interregional transfer of polluting industries.This article through systematical review of classical theory of dustry transfer of to analyze the general mechanism and dynamics of interregional industry transfer,and then to analyzen internal and external mechanisms of the pollution of interregional industry transfer.We establish public goods theory,externality theory and property right theory model to discuss the necessity of government intervention in the treatment of the market failure behavior,which brings by the environment pollution of interregional industry transfer.And establish evolutionary game model to study the of environmental regulation on pollution of interregional industry transfer behavior,and the results show that local government can lead pollution industry transfer subject in spontaneous game strategies driven to meet the requirements of the government’s expectations,which accord to the needs of economic development and environmental protection policy,through the appropriate adjustments of environmental regulation,To control the area and regional external influence effectively which brings by pollution industry transfer behavior.Through descriptive statistics and system dynamic of "three wastes" pollution transfer of different provinces to analysis of "three wastes" emissions of different provinces,calculate Pollution transfer coefficient in different industries of pollution in different regions,and study the situation of the pollution of interregional industry transfer."Three wastes" emissions between interregional do exist obvious transfer trend,Industry transfer has its enterprise distinct characteristics.China’s environmental legal system framework is preliminary formation.At present,Chinese environment management means main depend on command control method and market incentives is auxiliary,environmental regulation exists regional differences.Use Spearman correlation test on Pollution industry transfer and environmental regulation variables,and the result show that as the strengthening of environmental regulation strength,pollution industry emission behavior can be controlled more effectively.There are some difference between East central and western regions.Butcan determine that there are great Correlation between the interregional pollution industry scale of China’s interregional pollution and Reducing emissions behavior and environmental regulation.And regional differentiation of Environmental regulation is related to its policies.Empirical study on the effects of environmental regulation on our country pollution industry technology innovation,Considering the pollution emissions and other negative output,the average annual growth rate of pollution industry’s total factor productivity is 6.2%.From the industry as a whole,with the strength of the environmental regulation,the growth of total factor productivity has been improved,which can support the "porter hypothesis.".Empirical research on environmental pollution chain of subjects to the utility maximization problem under Command control type and market incentive type,those two major environmental policy conditions,to provide some ideas of optimizing the development of pollution industry itself,to provide suggestion of achieving the goals of environmental and economic performance,which draw on the advantages and avoid disadvantages of pollution industry transfer.According to the research conclusion,This paper come up with Implementing the most stringent environmental protection system of Pollution of interregional industry transfer problem under Environmental regulation,and Play the role of market incentive mechanism,Pay attention to the policy suggestion on the environmental policy optimization under the multiple objective and promote production greenization.
