With the promoting of agricultural production modernization and the changing of consumption patterns of residents, the traditional distribution patterns of freshwater fish suffer more and more fierce impact in China. Fluid grade structure is irrational, technology/equipment level is low, subject/organizational relationship is not coordinated, etc. These potential conditions increasingly emerge. Circulation efficiency is in low level, circulation costs great loss, the quality of security capabilities is not high, resource waste and environmental pollution problems aggravated increasingly highlight. With a systematic theoretical approach, design and propose a freshwater fish modern circulation system framework suitable for China, indicate the direction of flow and road for the transformation and upgrade of Chinese freshwater fish circulation is in urgent need. This article based on the relevant literature inspection, field research analysis and discussions and exchanges of experts. Subject to decisions theory, value theory, evolutionary theory and optimization theory, integrated use of systems analysis, decision analysis, evaluation optimization methods, case studies, this article systematically studied the modern distribution target path, the decision-making mechanism and optimization program of freshwater fish and systematically established a method system of scientific theory to guide the research and practice of modern circulation of freshwater fish.This paper makes life cycle evolution modern circulation of freshwater fish as the premise, the process of target decision-making as the mainline, pursue to achieve optimization of modern circulation as the core, the three value carrier as the tongs, design the structure form of" unity-separating-unity ", the core can be divided into three components, contains six chapters.Part One:system cognition and study of target mechanism.
