| Optimizing the regional industry structure and improving the regional leading industry energyefficiency is an important breakthrough for each region to meet the challenge and to implement thefundamental transform of means for economy to grow. However, how to scientifically build asystematic regulation mechanism for energy efficiency improvement is still a puzzle in many areas ofour country through the regional economic development and a problem that must be solved during thefurther promotion of resource saving and environmental friendly society construction of the “TwelfthFive-year Planâ€. The basic reason that the problem of energy efficiency implementation mechanismfails to solve lies in the unknown mechanism and unknown path, namely lack of scientificunderstanding about high energy efficiency mechanism’achieving, which will directly lead to theimpossibility of seeking a efficient way for high energy mechanism’realization. Lacking of highenergy efficiency mechanism not only let the existing energy saving policy system hard to find a focalpoint, but also made the administrative color of energy-saving regulation too thick.In view of the leading industry’s development and the situation of energy consumption indifferent provincesã€cities and districts of our country, I build the cluster analysis index system about“Similarity between leading industry’development and energy consumptionâ€, divide differentprovinces of China into several typical regions according to leading industry’s development andenergy consumption so that to study further. By using the process CANCORR of software SAS, Ianalyze the regional leading industry’ development and changes in energy efficiency by canonicalcorrelation analysis, provide a scientific and feasible analysis framework to make analytic judgementin the inner links between changes of regional economic structure and energy consumption structure,then reveal the influence on energy consumption made by industrial development. With the overallchanges in energy consumption level cased by change in regional leading industry situation, which ischaracterized by a modified model called “Structure product of growth in energy consumptionâ€, Imeasure the “Structure product of growth in energy consumption†of several representative provincesin typical regions of our country during the period of “Tenth Five-Year Plan†and the “TwelfthFive-Year Planâ€, study the relationship between economic structure and energy consumption structureas well as energy intensity, find the key leading industry which affect the overall changes in regionalenergy consumption level the most. By constructing GERT network model of energy transfer with multiple sector and parameters, Ireveal the transfer mechanism in energy efficiency of regional leading industry’ development,scientifically measure the transfer efficiency of energy among the industries in regional leadingindustry’development, and demonstrate the rationality of making energy efficiency be our futureselection basis of leading industry through empirical research. I construct the analytic model ofevolutional game and analyze the systematic environment, resources, constrains and the balancingmechanism among different game interests in the regional leading industry’ development, on the basisof which I construct the regulation mechanism of energy efficiency’ improving——selectionmechanism of high energy efficiency industry, inherent power mechanism of energy-saving’promotion, price regulation mechanism of optimization in energy consumption structure’ promotion. |
