With the global industrialization, the achievements of economic development around the world the after the Second Industrial Revolution are far more than those in the last few centuries. However those achievements are all achieved with sever environmental pollution. China, as the biggest developing country in the world, to meet the material needs of the large population to a more rapid growth, China has no choice and can only adopt the patterns of economic growth which heavy pollution and high energy consumption are the drivers of the economic growth. And now encoring with the symphony of building up the harmonious society which are both ecological and economical sustainable, this growth pattern must adopt certain appropriate changes. Therefore, the key drivers to solve the problem——energy efficiency become the focus of our research.First of all, we use the vector auto-regression model to study the inter-relationship between Chinese economic growth, energy consumption and carbon dioxide emissions. Here we conduct co-integration test and Granger causality test to see if there is a significant causal relationship between these three variables in China.After confirmed that there is a long-term existence of a causal relationship between the three variables, we have established energy efficiency measurement system for provincial data. And under the output-oriented and input-oriented system, we use data envelope analysis to decompose the energy efficiency into technology efficiency and scale efficiency and conduct interpretation of results and analysis. Then the results of cluster analysis indicate that results of data envelope analysis for different regions showing significant regional differences.Therefore, we propose different criteria which are different from traditional research and try to explain the differences.Finally, China intends to implement a carbon tax policy, which a carbon tax can impact economic growth and induce severe environmental pollution. After analyzing the impact of carbon tax policy, we reach the conclusions of the paper and propose for new research prospects in the future.
