Exploration Of History And Realistic Thinking Of CPC Democratic Governance

Democracy is the essential requirement of the governance ofChinese Communist Party (CCP). The democratic governance of CCP isto insist on governing for the people, by the people, to developdemocratic politics with Chinese characteristics, to establish theprocedure, standard and system of socialist democratic politics, and tosupport and ensure that the people be in power with democratic system,form and means. Democracy is the core concept and spirit of the party’sdemocratic governance; people’s democracy is the life of socialism; theparty’s democratic governance provides a solid foundation for Chinesesocialist democratic politics. So, to insist and develop democraticgovernance is the sacred mission of the Communist Party of China, and isa major historic task placed in front of the whole Party.On the basis of academic research, this thesis focuses on thehistorical exploration and experiences of the democratic ruling of ChineseCommunist Party, to explore the realization route of the party’sdemocratic governance under the national conditions of China, tosummarize and study the democratic ruling experiences of our party,using the party’s cognition of the regularity of democratic governance toimprove the specific rules and paths for democratic governance, and toactively and steadily push forward the party’s democratic reign practice.This thesis is divided into four parts:The first chapter discusses the significance of this topic, the basicconcepts and theoretical category in this paper. Democratic governancehas become the main ruling way of the world’s ruling parties. The theorycircle has made a continuous and uninterrupted research of democraticgovernance; a large number of research results have emerged. Based onthis, the author makes a systematic summary of this question. The authorpoints out that, the democratic thoughts and practices of the classicalMarxist writers, including the democratic theory of western world, have provided important theories and experiences for Chinese CommunistParty to promote democratic governance. With the development ofsociety, as well as the changes of the world situation, national conditionand party condition, our party needs to combine China’s reality and theblueprint of future development, to continuously improve the methods ofgovernance, and to enhance the party’s democratic governing ability.The second chapter mainly explores the history of democratic rulingof Chinese Communist Party. The Chinese Communist Party had richruling experiences, and made exploration on democratic governance inthe period of Democratic Revolution. Through the exploration inJinggangshan revolutionary base, and the Central revolutionary base,especially the exploration in the Shaanxi Gansu Ningxia border regionduring the Anti Japanese War, the party and Mao Zedong had started tostrategically compose systems of socialist democracy, and to put forwardthe new ways of democratic politics. After ruling the whole country, theexploration on democratic ruling made a few detours. With thedevelopment of reform and opening-up, our party has continued topromote the construction of Chinese socialism democratic politics, andcalled on all party members to achieve scientific ruling, democratic rulingand legal ruling. The party’s exploration on new ways of democraticruling gradually matures. Through the summary of our party’s democraticruling history, we can learn valuable experiences, enhance the party’sdemocratic governance, and to further promote the development ofChina’s democratic politics.In the third chapter, a research is made on the condition ofdemocratic governance of Chinese Communist Party. This paper pointsout that, since the reform and opening up, the party has madeconsiderable achievements in the exploration of Democratic Governance:the reform of the political system and the democratic politicalconstruction has made great progress, community-level democracy hasbeen developed, inner-party democracy has gradually been developed, thepolicy of managing state affairs according to law has been fully implemented, the restriction and supervision of power has beenstrengthened, and valuable experiences have been gained. However,problems still exist in the party’s democratic governance, including theinfluence of the party’s traditional ruling style, the weakness of someleading cadres’ democratic consciousness, and the lagging of our politicalsystem reform. To overcome these problems, our party needs to improvethe democratic theory and to effectively practice it in the process ofexploring.The fourth chapter discusses the path of the Chinese CommunistParty’s democratic governance, which is the key part of this thesis. Theauthor points out that, the realistic conditions of Chinese CommunistParty’s democratic governance have gradually matured. Promotingdemocratic governance, supporting and ensuring that the people be inpower is not an abstract concept. It has to be implemented and realizedthrough specific paths, which will go through a long and hard explorationand practice. According to the spirit of the Eighteenth National Congressof the CPC and the Third Plenary Session of the Eighteenth NationalCongress, this chapter presents four effective paths to realize DemocraticGovernance in China: first, national democracy is the core content ofdemocratic governance, so we must adhere to the road of buildingsocialism with Chinese characteristics, promote the national governancesystem and management modernization, support and ensure the people toexercise state power by the people’s Congress, and improve the socialistdeliberative democracy system; secondly, the democratic construction atbasic level is the key of democratic governance; thirdly, the inner-partydemocracy construction is the foundation of democratic governance, sowe must adhere to the principle of democratic centralism, guarantee thesubject position of Party members, and improve the democratic systemwithin the party; finally, we must actively cultivate the related elementsof democratic governance, actively support the development of socialorganizations, promote the development of network democracy, andstrengthen the party’s democratic governing culture. We should explore and improve these effective paths, and actively promote the smoothdevelopment of the Democratic governance of our party.
