When a country into the middle stage of industrialization, the traditional industries, including traditional agriculture and traditional industrial growth slowing, economic growth needs to seek the new point of growth, need to adjust the original industrial structure, and the need to change the existing mode of economic growth. Industrialization in a state of increased wealth and improve the people’s living standards at the same time, but also to the economy of a country and society brought adverse effect, serious environmental pollution, depletion of natural resources, market demand is saturated. To realize sustainable economic growth, we must break the existing economic growth caused by ecological environment limit, natural resource constraints, market capacity limit. In the late stage of industrialization is a national industry structure produces major changes in the critical period. At this stage, we are faced with not only the adjustment of the industrial structure of the enormous pressure, but also faced with the adjustment of the industrial structure upgrade opportunity. The cultural industry belongs to the green environmental protection industry, meet the new industry must contribute to the protection of the ecological environment needs; cultural industry belongs to the low consumption of natural resource industry, can solve the problem of natural resources in short supply constraint on economic growth; cultural industry products and services mainly to meet people’s spiritual and cultural needs, and traditional industry mainly to meet people’s material needs to have apparent difference, can remove the products and services to market demand inadequacy to restrict. Cultural industry is the important means to solveing the problem of the national employment insufficience. Culture is a important resource to a country’s survival and development. Culture is the fundamental power of the national progress. The human society progress every time are firstly performance of human culture progress, the material civilization of the human society is only the externalation of human cultural progress. We can even say that, the economic development of a country is just the national cultural development derivative. The development of cultural industry needs the economization of culture itself. Cultural industry to other industry has tremendous support effects, for example the tourism industry, cultural industry, information industry, industrial upgrading, traditional industry modernization. Therefore, the cultural industry is the the pillar industry and leading industry in the middle stage of industrialization society and the late stage of industrialization society. Because of this, the cultural industry become the main industry the leading industry and the pillar industry after the western countries entered the middle stage of industrialization. The developed capitalist countries, such as the United States, Britain, France, Japan and Germany after the completion of the industrialization one after another have put forward culture establishing strategy. In the middle stage of industrialization stage and the post-industrial society, the value gross of the cultural industry increased continuously. The proportion of GDP of cultural industry is even more than the traditional industry.After nearly30years of extensive type growth, all sorts of signs are showing, the industrialization of China has entered the middle and late stage. Present, China’s traditional industrial structure and economic growth mode is facing the severe situation. The expand of the export market continuously is difficult. The capacity of the traditional industry is serious excess. The ecological environment have serious damaged. The supply of the natural resources is shortage. Under the traditional mode of economic growth and industrial structure, we are difficult to achieve sustained economic growth. To maintain the economy sustainable growth, we need to reform our industrial structure and our original mode of economic growth fundamentally. We need to get out the mode of economic growth that is mainly depends on natural resources and cheap labor. We need to nurture and develop the new economic growth point to adjust the industrial structure. Our task is to adjusting industrial structural and upgradeing the existing industry timely. The cultural industry belongs to the human capital intensive industry, which belongs to the low consumption of natural resource industry, which belongs to the large market capacity, and high demand elasticity industry. To developing the cultural industry vigorously will be the important driving force to change our country economy grows way and adjust the industrial structure. Not only that, the cultural industry can also promote the national soft strength and improve the international image of the state. The cultural industry is an important means to maintain their own cultural traditions. Based on this cognition, the author decided to take this topic as the research subject of PHD thesis.The structure of this paper can be divided into eight chapters. The first chapter is the introduction. In this part, the author introduced the era background of then problem. The problem is the lack of the power of social economic growth and social development. A series of difficult issues need to be resolved. In this chapter, the author also introduced briefly the purpose of the research, the main research methods used, the possible innovation, and the deficiencies.The second chapter is the review of cultural industry research. In this chapter, the author summarized the culture industry category of the different scholars and the classification of culture industry. the author also introduced about cultural industry research simply.The third chapter is about the cultural industry development overview in the later period of industrialization in some states. The author choosed Europe, Britain, France, Germany, the United States of America and Japan as a case. The author compared and analysised these states’s culture industry development history. Then the author summarized the common about culture industry developmen in the later period of industrialization.The fourth chapter is about the meaning, characteristics and affects of the cultural industry in the middle stage of industrialization. The author firstly defined the meaning of culture industry. Then the author Put forward clearly seven characteristics of the cultural industry. The cultural has attributes of public products obviously. The cultural has feature of self accumulation effect. The cultural has feature of consumption commonly in different time and space. The consumption utility of culture product consumption about different consumer is difference. The competitiveness of the cultural industry lies in the cultural creative. The high initial investment is the characteristics of the cultural industry. The value of the cultural commodity have different source. Then the author elaborated the effects to a state economic development, political stability, national soft power promotion and other aspects in the middleand late stage of industrialization.The fifth chapter is about the factors of the culture industry development and the indicators of the level of the culture industry development.In this chapter the author elaborated seven influencing factors from the view of industrial economics. The regional culture resources are the important factor for the development of cultural industry. The investment of the cultural industry is the important factor. The cultural innovation ability is the important factor. The market demand of the cultural products and services is the important factors. The culture industrial organization condition is the important factors. The economic and political system is the important factors. The level of economic development is the important factors. In this paper, the index of the cultural industry development come mainly from the macro environment of the development of cultural industry. the index of the cultural industry development include cultural resources, cultural industry input output, and external environment.The sixth chapter is about the Chinese culture industry development and the existing problems in present situation. The content relates to the forming of Chinese cultural industry, the development of Chinese culture industry, the overall situation of Chinese cultural industry, the internal structure of the cultural industry, the regional cultural industry development, and the existing problems of China’s cultural industry development. The author thinks, at present, Chinese cultural industry is still at an early stage of development, just entered the phase of rapid development. The cultural industry expressed as the low gross, the low average consumption level, the lack of international competitiveness, and the development difference of cultural industry in different areas. Then, the author analysised the reasons for this situation from the culture management system, the cultural industry development of the market economy, the cultural industry capital investment, cultural public product supply, demand for cultural consumption.The seventh chapter is about the favorable conditions for culture industrial development and the countermeasures of Chinese industrialization in the mediumand late stage. The main content Include China’s current economic development stage, the advantage of Chinese culture industry development, the objective necessity of the development of cultural industries, the positioning of the cultural industry development, the basic measures to promote our culture industry development. The eighth chapter is the conclusion. In this chapter the author summarized the main content of this paper briefly.The innovation of this paper has three main aspects.The first innovation is that the author gived a more comprehensive overview of the characteristics of cultural industries and the effects of the cultural industries in the economic and social development middleand late stage. First, the human life in all aspects would affected by the culture core values. Second, there is a clear causal relationship between cultural patterns and economic development model. Third, the culture also affect the attitude of the people for their efforts on the pursuit of wealth. Fourth, the important role of cultural industries for the adjustment of the industrial structure. Fifth, some industry development will profoundly effected by the cultural level. Sixth, cultural industries will effect the social system, and different institutional arrangements will have a profound impact on economic development. Seventh, the cultural orientation of the human will affect people access to knowledge, then the accumulation of knowledge and the progress of science and technology has an important impact on economic growth. Eighth, the cultural values also affect the social fertility attitudes, affect the growth of the population, thereby affecting the socio-economic growth. Ninth, the cultural can effect the industrial organization. The cultural differences are important reasons to generate transaction costs. Tenth, the development of the cultural industry is an objective need for the transformation of economic growth mode. Eleventh, the cultural development will have a major impact on the political stability of a country, the growth of the country’s soft power, building a harmonious society. The second innovation is a more comprehensive analysis of the influencing factors for the development of cultural industries and cultural industries development level metrics system. In this chapter the author elaborated seven influencing factors from the view of industrial economics. In this paper, the author put the cultural industry forward the five roles in the industrialization later stages. First, finding a new pillar industry is the need to maintain sustained national economy growth. Second, it is the need to transform the mode of economic growth and adjust the industrial structure. The third is to meet the needs of the fast growth in the cultural life of the masses. The fourth is to strengthen international cooperation-exchanges and enhance China’s soft power. Fifthi is to address the needs of China’s labor force. In the Positioning of the cultural industries development, cultural industry should be a pillar and leading industry in the national economy industry position. The development of China’s cultural industry should take seven measures. First, strengthen the innovation capacity of the cultural industry. Second is to improve the management system of the cultural industry. Third, give full play of the government and the market to allocat resource. Fourth, we shuold to take the road of cluster development.wel shuold to improving the cultural industry chain, to adjust the structure of the cultural industry. The fifth is to strengthen the cultural and intellectual property protection. the sixth is to expanding the consumer market for cultural products and services. The seventh is to promote cultural industries to the international market.
