The pursuit of efficiency is the essence of market economy, which inevitablylead to the occurrence of social inequities. If no proper methods were taken, this willintensify social contradictions to hinder social development. The contents related tosocial equity mainly direct to public field, which make urban planning become mainobject of social equity appealing as an important common policy of the government.In this background, this paper creatively applied the theory and method of sociologyto the planning study, discussing problems existing in urban planning of differentlevels and its improvement measures from promoting social justice point of view, tofurther guarantee the healthy and orderly development of society on the basis ofpromoting social justice by solving the planning problem.Based on "macro, medium and micro" level,this paper discussed three aspectsrespectively, the overall urban development pattern and the fair distribution offacilities, the fair index on the surrounding land use of city major resources, the fairplanning of harmonious community. Besides, current urban planning managementsystem were discussed from the perspective of social justice in this paper.In macro level, a conclusion was made by the research on characteristics ofdifferent urban developing patterns, which was, monocentric mode was the best forsmall and medium-sized city development, and polycentric mode was an inevitablechoice for big cities in the pursuit of social justice. At the same time, in order toachieve the fair development of city centers, city municipal infrastructure and publicservice facilities layout must be" space fairness" and " standard fairness".In medium level, relative deprivation theory and the " Geordie Coefficient "quantitative indicators were introduced innovatively. The land layout of major citypublic resources surroundings were studied, through the questionnaire survey, thequantitative method of Geordie Coefficient, the theory of "relative deprivation" etc. Atthe same time, patterns and methods of fair index construction were discussed bytaking urban public green space and efficient traffic site as an example.In micro-level, community resource allocation based on space just and fairproblem oriented community planning were studied. At the same time,"backwardcompatibility mixed community mode" were put forward innovatively that differentincome groups lived together to a certain extent.In institutional level, approval decision-making system, which was more prominent in the urban planning system, was studied through the interpretation of thepresent situation of domestic urban planning system and its core problems. The resultturned out that the improvement of city planning committee system and theestablishment of non-governmental organizations of urban planning was the key torealize fairness of city planning system.
