Research On The Operational Mechanism And Developmental Modes Of The National Modern Agriculture Demonstration Zone

Since raise of modern agriculture in16th National Congress of Communist Party of China for thefirst time officially to now, our country has entered a critical period of developing modern agriculture.In November2009, the ministry of agriculture started-up national modern agriculture demonstrationzone to transform traditional agriculture and to speed up the exploration of agricultural modernizationwith Chinese characteristics. Practice had proved that the national modern agriculture demonstrationzone was the innovative measure driving the development of the national modern agriculture and it wasthe strategic measure to ensure food security in China. So it is important to grasp the inherent law of itsdevelopment,and analyzes its operational mechanism and as well as its developmental mode of nationalmodern agriculture demonstration zone which is a new thing to promote its leading oral in exploringthat further agricultural production relations to adapt to the agricultural productivity.It analyzed related theories including the transformation of traditional agriculture theory, theevolution of agricultural industrial structure theory, the growth pole theory and theory of balancing ruraland urban development, which laid theoretical foundation for this study.The national modern agriculture demonstration zone had made achievements obviously in ensuringfood security, strengthening the construction of agricultural infrastructure, and increasing farmers’income, however, there were problems consist of being underfunded, low level of scale, and low degreeof organization.It defined the connotation and characteristics of the national modern agriculture demonstrationzone based on analyses above.It showed that national modern agriculture demonstration zone was theproduct of agricultural productivity development in China, the essence of which was promotingproduction factors such as land, labor, capital, and technology flow in effective between urban and ruralareas. With the advancement of agricultural modernization in China with the characteristics ofchanging on land, labor, capital and technology, facing with new challenges and conflicts，which builtthe theoretical framework of the operational mechanism of national modern agriculture demonstrationzone.This study analyzed core mechanisms including the land circulation, the investment and financing,science and technology supporting, talent development and training, and driving of national modernagriculture demonstration zone around the main line of government-led and market-based from aspectsconsist of the function of the subject, the content and the environmental optimization.It analyzed six developmental modes of national modern agriculture demonstration zone includingdriving with agriculture park in eastern developed areas, driving with food production in plain areas,driving with industrial base in hilly areas, driving with balance urban and rural development in smalland medium-sized cities, driving with the urban modern agriculture in big city and driving withlarge-scale farms in agricultural areas on the basis of field research, combined with the analysis of theoperational mechanism above，and discussed the reference and enlightenment for developing modern agriculture in the rest of the modern agricultural demonstration zone.It evaluated the development level of the first national of modern agriculture demonstration zonesbased on data in2011. The results showed that the level of modern agriculture development in modernagriculture demonstration zone was generally consistent with its level of county economy, and thehigher labor productivity and resource utilization was, the higher the level of the modern agriculturedevelopment was in national of modern agriculture demonstration zone.Then it put forward suggestions including scientific planning, scale management, training newoperators, optimizing investment and financing structure, promoting science and technology innovationsystem to improve the land productivity, the labor productivity and resource utilization in agriculture innational modern agriculture demonstration areas to promote it taking lead in agricultural modernization.
