Performance Evaluation Of Mineral Resources Investigation

At present, plenty of investigations for mineral resources have been done, and someperformance evaluations of mineral resources investigations have also been done. Eventhough some development and results have been got, but there are many deficiencies, forexample they are qualitative evaluation, not quantitative evaluation. The paper studies thepresent domestic and foreign situation of project performance evaluation and governmentperformance evaluation. Aiming at the existing domestic situation of mineral resourcesinvestigation, some methods and index systems of mineral resources investigation aredesigned, and the typical project of Southwest “San Jiang” mineral resourcesinvestigation is chosen to verify its effect.At first, the paper studies the present situation of project performance, thegovernment performance at home and abroad and the relative evaluations of mineralresources investigation. The studies of project performance include the present situation,development trend and the application situation. The government performance includesthe development, the feature, the methods of evaluation and index system etc. The studiesof evaluation of correlative to mineral resources investigation include performanceevaluation of national geosciences, project performance evaluation of geological survey,and general evaluation of national geosciences.For the sake of theoretical support, the paper studies theories of the relative mineralresources investigation, including public goods theory, externality, expenditure theoryand benefit-cost theory. The paper expounds the basic methods and applied backgroundof every theory, and studies and analyzes the theories and the relationships of the theoriesand mineral resources investigation. The studies lead to theoretical basis support andmake results persuasive for the research.Based on the afore-mentioned studies, the paper designs a set of method and indexof performance evaluation of mineral resources investigation, and the validation of designis done by use of the investigated project. The paper studies the present situation ofSouthwest “San Jiang” mineral resources investigation, and designs the evaluation aims, the evaluation contents and the evaluation methods on the basis of the economicalevaluation of Southwest “San Jiang” Yunnan mineral resources investigation. Theperformance evaluation of Southwest “San Jiang” mineral resources investigation arecarried out by use of six indexes, including project performing, the importance ofnational resource’s security, policy benefit, economic benefit, the influence of scientificresearch and teaching and other influence. Analysis and evaluation are carried out foreach index. According to evaluation of the Southwest “San Jiang” mineral resourcesinvestigation, the performance evaluation of project performing and the performanceevaluation of results are used to evaluate the mineral resources investigationcomprehensively. The project of the Southwest “San Jiang” mineral resourcesinvestigation is used to verifie the designed index and method.Finally, the paper summarizes the achievement, existing problems and thecontinuing working of performance evaluation of mineral resources investigation.
