The Performance Evaluation Of China's Provincial Mineral Resources Development And Utilization

Mineral resources are the material basis for the survival and development of national economy and are vividly called "blood" and "food" for industrialization. At present, the overall performance level of mineral resources' development and utilization in our country is not high and there is significant difference between provinces. This is a serious threat to the sustainable development of our national economy. The “12th five-year plan” proposed "strengthening mineral resources exploration, protection and development" clearly, it claimed a higher level to the management and development and utilization of mineral resources. The purpose of this study is to measure the performance level of the development and utilization of provincial mineral resources in China from 2003 to 2012, and to explore the dominant factors which currently influence the performance of China mineral resources' development and utilization at the same time, hoping to improve the performance level of the development and utilization of mineral resources in our country and to provide power for the realization of our macro strategies.This research is following the idea of “definition and theory- analysis of current situation- performance evaluation- exploration of influence factors- policy recommendations”. First of all, we build the performance evaluation index system of the development and utilization of provincial mineral resources in our country according to the DPSIR evaluation principle and model put forward by EEA, and calculate the projection characteristic value of performance of China's provincial mineral resources' development and utilization connecting with the projection pursuit model. Secondly, we combine the clustering analysis method with function of Arc GIS software, in order to analyze the spatial differentiation characteristics and change rule of the performance of the provincial mineral resources' development and utilization in China from the Angle of space. Then, this paper use the difference index model to measure the temporal fluctuation characteristics of the performance of the provincial mineral resources' development and utilization in our country, and decompose the total performance difference into interval difference(Tbr) and internal difference(Twr),to explore the composition of total performance difference. Finally, we put forward basic assumptions of the influence factors of performance, and use fixed effect model to analyze the influencing factors. The results are as follows:Firstly, the space dominance hierarchy of the performance of China's provincial mineral resources' development and utilization can be divided into four categories. Its spatial distribution shows the pattern of “the north better” in general, but over time,the spatial differentiation between the north and south is gradually ease. Secondly, the temporal fluctuation of provincial total performance differences of mineral resources' development and utilization in our country is showing the trend of narrow-expandthen narrow and ultimately towards convergence. The internal differences(Twr) is gradually narrowing, and the interval difference(Tbr) is gradually expanding in recent years. In order to promote the performance level of our country's mineral resources' development and utilization, our country should continue to promote the transformation of economic development pattern and upgrade industrial structure,reduce costs of the application of new technologies, adjust mining management scale moderately, strengthen the effectiveness of the macro policy of mining, strengthen communication and cooperation in mining between provinces at the present stage.
