Research On Organization Community Ecology Of Public Project

In recent years, the total investment amount of infrastructure and all types of building in Chinahas made a spurt of progress, but the low efficiency of investment is a pendent problemthroughout. As the direct carrier of public project, infrastructure is a complicated constructionengineering system. The project management through the whole life cycle is completed inmultilateral cooperation of the organizations based on the construction engineering project. Thedifficulty of organization management is raised by the combined effects of multi organizations inmany projects, and it has become increasingly prominent owing to the public welfare andcomplexity of public project. Based on the analysis of the structure, function and mutualrelations of Chinese public project management system and its important environmentsystem(construction market)applying the ecology principle and modern organization theory,through seeking the critical influencing factors of public project and revealing the root causesand mechanism of the problems, the paper defines the pivotal causes are the instability of systemand it’s unable to achieve synergetic evolution caused by the disposable cooperation of all theorganizations in public project and the space-time separation between the participated subjectsand engineering products. It also establishes an effective organization community managementsystem of public project to improve the system environment, achieve all public project objectives,appreciate the investment, mature the construction market and drive the development of otherrelated industries, as well finally realize the strategic target which is promoting the economicdevelopment of regional distribution even the whole country.In this paper, the organization system structure and environment of public project areanalyzed from ecological perspective, and a research framework containing the public projectecosystem and construction market ecosystem is set up. With the contrast among differentecosystems, the core problems in the public project ecosystem are defined to the defects ofecosystem structure itself and the discord of the environment, as a result, the cooperationrelationship among the organisms in the public project organization system cannot be long-termstabilization, and the investment benefit and system cannot achieve synergetic evolution.Furthermore, ecological net alliance of public project is established based on ecological nettheory, and its organization structure and operating mechanism are also studied, in which how tocultivate some ascendant enterprises utilizing ecological net alliance and how to realize theintegrated management of the projects operation in the alliance are specific. The positive role of ecological net alliance in organizations synergetic evolution has been demonstrated after thegame behavior among core project participants are discussed by evolutionary game theory. Theresearch production can comprehensively improve management benefit of public project, drivesynergetic evolution of the public project organization community, and promote harmoniousdevelopment of the enterprises participated in public project, as well as provide reference formature and healthy development of the construction market.
