Research On The Mechanism And Path That The Agriculture Policy Influence On Rural Economic Development

"Three agriculture" problem is a hot issue that the government and scholars pay more and more attention in recent years. Agriculture is the basic industry of the national economy, the pillar industry of rural economics and the main source of income for farmers. Therefore, agricultural policy has a direct and profound influence on the development of rural economy and the addition of farmers’income. Agricultural policy is an economic policy which refers to according to national situation, planning agricultural development targets, and identifying key areas of development in stages, to guide agricultural economy to develop to a new breadth and depth. The formulation and implementation of the agricultural policy has an important influence on the rational allocation and utilization of resources, promoting agricultural economic growth and structural optimization, accelerating agricultural economic development and improving the economic efficiency. It is of great theoretical and practical significance to reveal the effect mechanism and path that agricultural policy, analyse the actual results that current agricultural policy affects China’s rural economic development, for further improving China’s agricultural policies, giving full play to agricultural policy’s effect on the development of rural economy promoting and guiding role, realizing the healthy and rapid development of economy.There are9chapters in the thesis. The first chapter is the introduction; the second chapter is the theoretical foundation; the third chapter analyzes the factors that influence the growth of rural economy, theoretically illustrating the agricultural policy is an impact factor to the rural economic development; the fourth chapter summarizes and analyzes the historical evolution of the new China agricultural policy, further explaining that agricultural policy is the key factor that influence the development of rural economy from the reality. The fifth, the sixth and the seventh chapter are the key and core of the thesis, here we are to promulgate the mechanism and path that agricultural policy affects the rural economic development, empirically analysing the effect that China’s current agricultural policy gives to the development of rural economy. On the basis of that, in the eighth chapter we put forward a suggestion to further perfect our country agriculture policy. The ninth chapter is the summarization and prospect of the full thesis.The main innovations of this thesis are reflected in the following four aspects:(1) Construct a rural economic growth model which illustrates how agricultural policy affects the development of the rural economy. This model is established according to the C-D function and combining with the characteristics of rural economic development, it takes the sustaining agriculture investments from the central finance as the policy factors, labor and land as inputs, grain yields and incomes of rural residents as outputs, develops an empirical analysis according to the correlative dates from "China Statistical Yearbook". The empirical analysis results show that the agricultural policy has significant influences on the development of rural economy in the short term, but in the long run, the effects are not obvious; agricultural policy has important direct effects on input factors, plays an important role in enhancing the efficiency of land use, mobilizing the farmers enthusiasm for growing grain, however, when it comes to rural economic growth and the increase of the farmers’ income,the directly effects are smaller; Agricultural policy is mainly through direct effects on those inputs such as the efficiency of land use, labours and so on, enhancing the utilization efficiency of the inputs would make an impact on agricultural production, and then agricultural output growth further impacts on the income of rural residents.(2) Reveals the oriented mechanism, incentive mechanism and regulatory mechanism that agricultural policy affects the rural economic development. Agricultural policy guides the rural economic development through developing agriculture and rural economic development planning, as well as implementing agricultural support policy; By perfecting the market mechanism and innovation of incentive mechanism to promote economic development in rural areas; By regulating the supply and demand of agricultural products, regulating purchase and sale prices of agricultural products, regulating farmers’ incomes to increase the efficiency of agricultural production, improve the income of farmers, achieve the harmonious society in rural areas, so as to support the rural economic development(3) Reveal the path that agricultural policies affects the rural economic development.The path is:the implementation of agricultural policy affects the efficiency of land use and factor inputs, thereby affecting agricultural and rural outputs, eventually affecting farmers’income and consumption.(4) Systematically put forward suggestions to build an agricultural policy system which in favour of the construction of a harmonious society,"two type society" and innovative country.
