Research On The Influence Of New Agricultural Policy To Rural Residents In The Process Of Building New Countryside

In order to solve the situation that severe grain output decline and farmers'revenue increase slowly in major grain-producing areas, the government launched the New Agriculture Policies. The policies make industry nurture agriculture and cities support the countryside, and give more to, take less from and liberalize the countryside. Also, the policies promote rural reforms with rural tax and administrative fee reforms as the central task. Since 2004, a number of"No.1 Document"abolished agricultural tax which was continued for thousands of years, which had great effect on rural reform. From the annual macro-statistics, we can see, under the guide of"No.1 Document", Chinese agriculture, rural areas and farmers have shown positive change. As the most basic of the smallest units, as the direct proceeds of these policies, how do farmers feel? Upon this background, we use our summer and winter vacation to investigate the countryside, farmers on the central policies of the most authentic feel and response.This survey is based on the survey in Hunan, Shandong, Heilongjiang and Henan these four Province, and in 2007, and 2008 about 430 farmers, which is a comprehensive analysis of response of sample family to the new food policy and the new tax policy. The study found: the abolition of agricultural tax and other new policies implemented over the past three years make the farmer households'enthusiasm to grow grain has increased; farmer households feels better on the burden of taxes, the type of the burden has changed; but the direct contribution to revenue growth of the policy is limited.Farmers still have the heavy burden of bringing up their children, supporting their elder parents, and health care and so on. Farmers hope that the"Produce Development, Life Ample", also expects the government put more attention on the"loosening control".Finally, the article gives some of the policy recommendations.
