Study Of The Personal Income Distribution System Of Socialism With Chinese Characteristics

Social reproduction is a continuous motion which consists of production, distribution, exchange and consumption. It moves in circles. Social reproduction is designed in order to satisfy the demands of people’s consumption, but not through the exchange of products and distribution, consumption demand cannot be achieved. Therefore, the primary distribution and redistribution of national income formed by the total social product has become the important link between production and consumption.In any social system, proper distribution can satisfy the demands of people’s consumption, push and accelerate the development of production; improper distribution will affect and hinder the development of production. This is an objective economic law which does not move with the volition of people.Taking the Marxist income distribution theory as the basis, this paper analyses of China’s traditional socialist income distribution system, summarizes the experience and lessons in the practice of distribution, and on this basis, combines the personal income distribution system reform and practice of our country since the reform and opening up, preliminary study the content of socialist personal income distribution system with Chinese characteristic, sum up the experience of system formation process. Then, this paper puts forward some views to perfect this system. Before reform and opening, according to Marxist theory of income distribution, drawing lessons from the traditional distribution mode, our country tried to explore the income distribution system consistent with China’s conditions. However, we violated economic law, and were eager to transferring toward the communism, which created economy remain stagnant or even regress during the thirty years before the reform and opening. Since reform and opening, our country sets out from the national condition of socialism primary level, and carries on bold exploration and innovation to the traditional income allocation system, and breaks through distribution only according to work during planned economy period, and forms the current form of distribution according to work as the main body, and a variety of modes of distribution coexist, such as labor, capital, technology, management and other production elements takes part in the revenue sharing system of allocation according to the contribution. We have liberated and developed productive forces, significantly raised people’s level of income and living standards, optimized the allocation of resources. However, the problem is hard to avoid. In theory, how to highlight the main body position of distribution according to work, how to scientifically define and measure the contribution of factor of production remains to be solved. In the fulfillment, dweller income gap expands ceaselessly. The gap between rich and poor is serious which is the most outstanding question to current allocate domain. Therefore, this paper aims at the problems in the income distribution realm in present China in theory and practice, innovated from the theory quest and the system both side to put forward own standpoint towards improving socialism income distribution system with Chinese characteristics.This paper puts forward that the personal income distribution system with Chinese characteristics is a distribution system which takes distribution according to work as the main body and combines distribution according to work with distribution according to contribution of production factors.Chinese characteristics is compared with the traditional Soviet model, and it is reflected in three aspects. The first is taking the theory of Marxism as a guide. The second is in line with China’s national conditions, which is that it has been in and will long-term in primary stage of socialism. The third is that all of the people share in the fruits of economic and social development. Specific to the socialist personal income distribution system with Chinese characteristic, the features is reflected in two aspects. First, China’s distribution according to work is the distribution according to work under the socialist market economic system, which is the difference with the traditional distribution according to work. Second, China’s pressing allocation of factor of production is under the socialist system. It combinates with distribution according to work, and the later is the main body in the distribution system, which is the difference with the allocation of factor of production in the western capitalist.There are some experiences during the formation of personal income distribution system of socialism with Chinese characteristics. The first is to persevere in the dominant position of public ownership and distribution according to work. The second is exploring a step-by-step road which is line with China’s national conditions. The third is correctly balancing the relationship of reform, development and stability.This paper argues that the guiding ideology for the development and improvement of personal income distribution system of socialism with Chinese characteristics is to develop the productive forces and to achieve the interests of the overwhelming majority of the masses of people. So, we need to deal with three kinds of relationship,the first is the relationship between fairness and efficiency,the second is the market regulation and government regulation relations,and the third is the economic development and income growth.For income gap expanding trend in the current income distribution domain, the paper puts forward that we should establish and perfect the system of socialist personal income distribution with Chinese characteristic from the initial distribution, redistribution and other related system and policy. In the initial distribution, attention should be paid to improve the labor remuneration in primary distribution proportion, especially to strengthen and perfect the system of collective consultation on wages, to improve cultural quality and occupation skill of the labors. In the redistribute realm, we should adjust the high income through reasonable tax policy, and pass perfect social security system to provide fundamental to guarantee for social member and help minority community, and provide equal opportunity for all people to increase revenue through the equalization of public services. In addition, other related reform is also needed to alleviate the gap of income distribution in current China.
