In the trend of tackling the climate change and the construction of ecologicalcivilization, the Low-carbon Eco-city is the inevitable future of the city. In recentyears, many cities in China are seeking the way of developing the Low-carbonEco-city. In this situation, defining the Low-carbon Eco-city, analysising the processof the development, seeking the best govermance mode to achieve the coordinationamong the government, enterprises and the public,consturcting the scientific andfeasible evaluation method, all of these have the important meaning both on theoryand practice for developing the pratical research on the Low-carbon Eco-city andpromoting the sustainable development of city.Firstly, the definition and the connotation of the Low-carbon Eco-city aredifferentiated and analyzed in the dissertation. On the basis of the commenting ofresearch background and achievement, the Low-carbon Eco-city is defined as acompound ecosystem of nature, economy and society, with the development of lowcarbon as the axis, in the way of process theory. In this way, the ecologicalization ofthe nature, the low carbonization of economic development and the happiness ofsocial life can be realized. These indicate the objective and orientation of the researchand practice.Secondly, the dissertation analyzes the Low-carbon Eco-city with a further stepin the way of good governance. The good govermence theory and process method areintroduced into the research of Low-carbon Eco-city, which considers thedevelopment of Low-carbon Eco-city as a continuous and systematic process,and alsoas a public management process with the social compound ecosystem develop tocooperate,which pursued by government、enterprises and public.Furthermore,theembedding process of subject and developing process of object, the mutualinteraction、mutual fusion and mutual promotion of the subject and object in theLow-carbon Eco-city are analyzedThirdly, a three-dimensional(3D) objective-process evaluation method isconstructed on the basis of3D spatial structure. This evaluation method is based onthe charactors and objectives of three sub-systems and constructs a mathematicsmodel which is based on nature, low carbon and social happiness.The index system is constucted by both qualitative and quantitative method. The quantitative indicators areconstucted as a hierarchical structure of “objective+regulation+index”,the28indexesis chosen by both using of Delphi method and correlation analysis,and then the weightof the index is determined by AHP method. By the construction of qualitativeindicators, the introductory index of Sino-Singapore Eco-City is applied, and5indexes is chosen in view of the achievement mechanism of regional coordinationdevelopment.This method can not only be used in the evaluation of the process andstate of city development, but also in the analysis of the accessibility of the objectiveof city development, so as to guide the construction and development of Low-carbonEco-city.Finally, exemplified by Tianjin, the3D objective-process evaluation method isstudied. The result of the research is same to the fact of the development, whichprimarily examines the validity and operability of the method.
