As a global problem concerned by people from all the world over, climate change has influenced the ecological safety, growth pattern and consumption pattern of global countries directly. The constant increase of temperature has caused the frequent occurrence of disasters and it has even threatened human existence. Therefore, it has become a great challenge facing every country. In order to slow down the climate chang so as to ensure the sustainable development of human society, each city should decrease the emission of CO2and develop low-carbon economy. Serveing as the economic hard core for human activities, cities should improve their essence by developing this kind of economy. How can we control the emission of carbon while developing economy speedily so as to achieve the healthy development and construction of a modern city has ranked as a dominant topic for China and any other country in the21st century.Focusing on the research of low-carbon economy and city, this thesis has evaluated the construction of this kind of city according to the a reasonable low-carbon city system aiming to define the main contradiction within the development to speed up the constructing pace. Based on the theroetical outline of the scholars at home, this thesis made certain exploration of a suitable evaluation system, which is guided by the sustainable development thought and made up of three sub-systems as well as14specific items.Referring to the above-mentioned system, this thesis has evaluated the low-carbon construction of the Binhai New District of Tianjin and has reached a conclusion that it has constantly improved its developing level. However, certain problems do exist. For example, Social-developing index has been unstable indicating the unstable condition of the social development. In addition, the growth rate of low-carbon development has been floating, with the rate surpassing the total economic development before2005while getting surpassed by the latter one after2008. And the author has given several explanations trying to find out the reasons hidden behind the phenomenon.At last, this thesis has concluded the construction methods for this district. Furthermore, the author has also raised his own suggestions for the low-carbon constrction concerning several aspects, such as compiling and carrying out certain policies and so on.
