The topic is selected on the background of a new round of land use planning revision (2006-2020) by the State Council. New concept about our country’s land use and implementation of land use management is formally proposed in China s National Land Use Policy Outline (2005-2020), namely, overall planning of regional land use, coordination of economic, social, ecological and environmental sustainable development between regions and improvement of land resources use efficiency. This paper focuses on the new mode of regional industrial land use, that is, how to plan as whole to regional industrial land use.For a long time, subject to the economic development strategy of key development and productivity layout as the centre, the land use in China lacks of necessary constraint, and land use planning has little guiding effect. As a result, the economic and social gaps between regions keep increasing and assimilation of industrial structure is obvious. In the land use system, due to the long-term grading limit examination and approval system and the blind pursuit of achievements and GDP by the local government, many serious problems occur in land use, such as a large amount of waste or idle land, low degree of intensive utilization, serious damage of land ecological environment, out of control of construction land, mass occupation of cultivated land, great need of construction land, prominent land use contradictions, unreasonable land use structure and regional configuration structure and maladjustment to economic development goal.To narrow regional gap and promote regional harmonious development, the strategy of constructing main body function region is strengthened in the national "12.5" plan. Therefore, experience and lessons from the previous round must be drawn in the new land planning programs, and the study about planning concept, theory and methods should be intensified to satisfy the national "12.5" plan. Overall planning of regional land is the objective requirement of scientific land use and promotion of comprehensive and coordinated development in economy, society and environment. A lot of problems are expected to be carefully studied.The construction of main body function region depends on reasonable industry development planning, which is a very important special planning in the planning system. In the implementation of the land use control system today, industry development planning and land use planning must be connected smoothly. Thus there are two new requirements for land use. On the one hand, land use classification system based on industry and industrial land statistics system should be constructed so that land use can be connected to industry to reflect its capital nature instead of free resources and help to improve land use efficiency. However, for a long time, management and research of our country’s land use are based on the existing land use classification system. Classification of agricultural land use is paid attention to, while classification of other industrial land is ignored. Management of land use has not been carried out from the angle of industry and no systematic study has been conducted on the theory of industrial land use. On the other hand, the research into overall planning of regional industrial land use should be strengthened to change the kind of land use with scattered layout which lacks of restraint and coordination. Overall planning is employed to solve the problems of the past, and industrial land use planning helps to expand industry scale, adjust industry structure, and promote regional coordination and sustainable development.A study of overall planning of regional land use from the angle of industry is a completely new research perspective on regional land use, and this topic has deep realistic background and profound strategic significance.This paper studies overall planning from two aspects:the first is overall planning of land use between regions. Land is the input factor and carrier of regional economic and social development. It aims to promote the coordinated and comprehensive development of regional economy and gradually reduce regional gap with a reasonable allocation and use of land factors. The second is the overall planning of three industries land use. The goal is to make sure of the reasonable allocation between land use planning and industry land, satisfy the land need of strategic new industries and other state-encouraged industries, meet the industry layout requirement of land use in the construction of main body function region, push forward the industrial structure adjustment and upgrading of three industries, and promote the healthy development of regional economy and society.The study involves two core problems. The first is the theory and method of regional industrial land use zoning and the control measures of three industries land use, which is the basis to realize overall planning of regional land use as well as important content of industrial land use planning. The second is the land need of the non-agricultural second and tertiary industries and incremental index configuration. Under the premise of strict censorship of farming land migration, the overall planning of the secondary and tertiary industries land, which lacks theoretical support and guidance in the current land use, is the key problem in overall planning of regional industrial land use.In the field of land use and management which has strong practice and weak theory, a theoretical framework should be built up first in order to construct the theory and method of regional industrial land use. Therefore this paper begins with related theories and tries to build up a theoretical framework, with unitary theory, systematic theory, theory of sustainable development and theory of scientific development as theoretical foundation, and with control theory, theory of regional economy and theory of diminishing marginal returns law as analysis method. Meanwhile, this papers gives a theoretical analysis of economic and social factors in overall planning of regional industrial land use, listing its specific effects and pointing out the five important factors in the research:economic development, population growth, urbanization course, industrial structure and macroeconomic policy, which in turn provides a basic framework for factor choice and normative analysis in the research.Starting from the key problems, using above mentioned theories,statistical method and model analysis, the empirical part of the paper gives the basic methods of overall planning of regional industrial land use, and put forwards concrete measures and suggestions. Among them, a complete evaluation index system for regional industrial land use status is established to analyze and reveal its status, change and input-output benefits. Industrial land use status is an endogenous factor needed to be considered as well as an important basis in overall planning of regional industrial land use. The zoning control method is the core and key of regional industrial land use planning, which determines the use function and direction of industrial land use area, and provides a basis for overall planning of regional industrial land use from the aspect of quality. This paper suggests combining regional land demand with land use incremental index configuration of the secondary and tertiary industries to control the growing land demand from both demand and supply. In this way the land use of the secondary and tertiary industries meets the requirements of main body function region and regional development planning and promotes balanced development between regions. This provides a solution to overall planning of regional industrial land use from the aspect of quantity. In more detail, to know well the land demand for the secondary and tertiary industries, this paper builds a theoretical model to forecast the land demand and gives an empirical analysis. To scientifically distribute the incremental land target of the secondary and tertiary industries, this paper gives a theoretical study of the factors that influence the over planning of the incremental land of the secondary and tertiary industries, coming up with the four decisive factors-GDP, fixed investment, total population and fiscal spending and one important factor-marginal contribution in which marginal theory is applied to empirical research. Finally, the theories and methods are employed to give an empirical analysis of the overall planning of regional industrial land use in Chengdu, putting forward corresponding measures and suggestions.According to the research results, the paper attempts to construct the theory of overall planning of regional industrial land use, with unitary theory, systematic theory, theory of sustainable development and theory of scientific development as theoretical foundation, and with control theory, theory of regional economy and theory of diminishing marginal returns law as analysis framework. It reveals the law of regional industrial land use to promote the continuous optimization of industrial structure and the coordinated development of regional economy, for it studies the overall orientation of the use function of industrial land in a certain region from qualitative prescription, and the overall allocation of industrial land between regions from quantitative prescription.The innovations of this paper are as follows. First, this paper has an advanced topic. The current land use planning and related scientific research has not been conducted from the perspective of industry, and this topic is an innovation and deepening of the past land use theory and practice. Second, this paper establishes an analysis and evaluation system for the status and change of regional industrial land use, which consists of three parts:the current status evaluation index system, the change evaluation index system, input and output quantity evaluation system. Third, it studies the quantity relationship between industrial land input and industrial output. It gives a regression analysis between the output of three industries and the amount of land use and draws some conclusion. Fourth, it constructs the regional configuration model about the incremental land in the secondary and tertiary industry.
