Research On Preservation System Of Government Website Information Resources

The emergence of computer networks makes the whole earth become a small village. With the network revolution, mankind has gradually opened up another virtual space-cyberspace, which has completely changed the way mankind transfers, stores and accesses information and service. As the most important administrative and service organization in society, the government actively responds to this wave. E-government comes into being. Governments around the world have worked and provided the public with all kinds of information and service through the network, which gives birth to a large number of government websites. From 1990s to the present, the size of government websites expands rapidly and the amount of information grows exponentially in just 10 years. However, we find that with new information constantly increasing, old information is continually disappearing. Some web pages once viewed by many users may no longer exist after dozens of days. The long-term preservation of government website information resources becomes a hot and urgent research subject.Aiming at issues related to government website information resource preservation, the author explores the government website information resource preservation object and goal, subjects, strategies and guarantee mechanisms in depth, analyzes them with cases and creates this dissertation in the end. In the process, the author uses the methods of reference research, case analysis, comparative analysis and expert interview, etc.The dissertation discovers and summarizes basic problems to be solved in the process of government website information resource preservation from the system perspective. Besides, it constructs a set of government website information resource preservation method and theory system.The whole dissertation is composed of eight chapters, in order of advancing problems, analyzing problems and solving problems with combination of theory research and practical exploration.The first chapter is the preface. Firstly, the author introduces the research background of the subject; then the author points out the theoretical significance and practical value, and describes the final objective to be achieved; thirdly, the author introduces the research framework and main contents and clarifies the logical relationship among all chapters; finally, the author introduces the research methods. The second chapter is research overview. This chapter includes three parts: literature overview, practice progress and illuminations educed from research production at home and abroad. Part 1 introduces the current research production based on the two topics of web information resource preservation and government website information resource preservation. Part 2 selectively introduces practical projects of government website information resource preservation in the United States, Britain and Canada, etc. Based on literature overview and practice progress at home and abroad, the author puts forward two illuminations in part 3:one is to build the preservation system of government website information resources and the other is to establish guarantee mechanisms for government website information resource preservation. We can carry out the project of government website information resource preservation successfully only if two tasks above are fulfilled. These two points constitute the core contents of the dissertation and that the following chapters deploy research centering on them.The third chapter focuses on the object and goal of government website information resource preservation. First, the author explores issues related to government website information resource preservation and clarifies connotation and denotation, types, characteristics of government website information resources. On this basis, the author discusses the three basic issues about government website information resource preservation:the first one is interpretation of preservation; the second one is the current challenge to preservation; the third one is the goal of preservation. The author considers that the goal to be achieved by government website information resource preservation is to ensure authenticity, reliability, integrity and useability of government website information resources in long term.The forth chapter focuses on the subjects of government website information resource preservation. Firstly, the author discusses the institutions with responsibility for organizing and leading government website information resource preservation and thinks that libraries and archives are the most suitable institutions to be responsible for organizing and leading government website information resource preservation whether based on current practice or theory; secondly, the author puts forward preservation responsibility system at national level and classifies responsibilities different subjects should assume in the system; lastly, the author probes into the cooperation pattern of government website information resource preservation, including structural model for cooperation, conditions for participating in cooperation, manners and scope of cooperation. The fifth chapter focuses on strategies of government website information resource preservation. First of all, the author introduces collection strategy of government website information, discussing collection objects, modes, tools and frequency in detail, and specifically explores the deep-web information collection; secondly, the author studies arrangement strategy of government website information, classifying filtration, re-naming, identification, classification and cataloging; thirdly, the author explores the long-term preservation strategy of government website information by building long-term preservation system framework and preservation metadata and defining long-term storage media and formats, selection principles of technology schemes and safety management measures; finally, the author puts forward a variety of practical access methods and briefly discusses several issues in the process of access which should be paid attention to.The sixth chapter focuses on guarantee mechanisms for government website information resource preservation. Firstly, the author establishes legal guarantee mechanisms based on deposit law, copyright law, privacy and personal data protection law; then the author puts forward economical guarantee mechanism of broadening sources of income and reducing expenditure on the basis of cost analysis to government website information resource preservation; finally, the author puts forward administrative guarantee mechanism at level of preservation institution and nation.The seventh chapter focuses on case analysis of government website information resource preservation, mainly describing the project of government website collection and preservation which is sub-project of web information collection and preservation organized by National Library of China. Firstly, the author briefly introduces the project; then the author gives a detailed description on specific strategies implemented in the project; finally, the author analyzes and summarizes the project, presenting the main problems facing it and introducing main tasks to be carried out by the project team in the future.The eighth chapter contains the summary and outlook. The author summarizes points of difficulty and innovation in the research and puts forward the study plans for the near future.
