Disaster-tolerance is not a brand-new topic for archival work, early in Xizhou dynasty in our country having imposed "copy system". However, with the rapid development and wide application of information technology, the ancient proposition have had some new connotations and significances, and thereby been upgraded to a new height. On one hand, the application of information technology has greatly aggravated the complexity, difficulty and urgency of archival disaster-tolerant, focusing on the safekeeping of electronic records and digital archives and so on; On the other hand, the application of information technology also provides more convenient and more effective realizing ways of archival disaster-tolerant, embodying in the methods of archival digitalization, archival backup and other modern approaches of archival disaster-tolerance. It is thus clear that the work of archival disaster-tolerance has greatly expanded both in breadth and depth at the new period, and has become into such a complex engineering which involves many activities and elements.Therefore, to ensure the current practice of archival disaster-tolerance is on the way orderly and implemented effectively, not only need to research its various problems specifically, also need taking the aforementioned new changes and new requirements and from the point of view of system to tease apart and analyze all of its involving activities and elements, a way which can make its new concept, connotation, scope and boundary clear, grasp the relationship between its various activities and elements, straighten out the context and ideas of its development and implementation, explore its critical problems and what direction it should be going into through complex appearance, etc. The relevant international organizations and some developed countries have carried out some beneficial attempts to complemently study on archival disaster-tolerant problems. In our country also have some scholars tried to discuss the related problems of archival disaster-tolerance in general, and already have made some achievements. However, from the overall aspects, it is still need to improve the general study on archival disaster-tolerance. This article, based on the combing and analyzing of research status in archival disaster-tolerance at home and abroad, according to the new requirements and changes of archival disaster-tolerance in information age, introduces the system’s point of view into this research area, regarding all kinds of archival disaster-tolerant activities and factors as an organic wholeness, archival disaster-tolerance system, then on this basis, drawing support from the related methods and theories of system architecture, designs the integrated framework of archival disaster-tolerance system and the model of its four basic modules, meanwhile, puts forward the concrete ways of the four modules’building and realizing.The whole paper is divided into nine chapters, in accordance with the order of "proposing problems, analyzing problems, solving problems and summarizing problems".Chapter1:Introduction. Begin with the research background, analyzes the significance and feasibility of overall and systematic research on archival disaster-tolerance, and puts forward the main problems needed to be researched in this paper,"The architecture and implementation of archival disaster-tolerance system", then briefly introduces its research mentality, research methods, innovation points and so on.Chapter2:The analysis of current research at home or aboard. First of all, from the aspect of literature achievements, such as books, journals and so on, and the aspect of main research activities of international organizations, state institutions and so on, the author analyzes the status of overseas research on archival disaster-tolerance; flowingly, taking the related journal articles as the principal object and from its sum, temporal distribution, source journals, keywords, themes and so on, supplemented with the other kinds of achievements, such as relevant publication literature and books, degree thesis, conference results, scientific research projects and so on, the author analyzes the status of domestic research on archival disaster-tolerance; eventually, demonstrates the necessity of this study once again, from the contrast of the advantage from abroad and the limitations at home, as well as gets four important advices on this article:(1)strengthen the research on related theory of archival disaster-tolerance system architecture (corresponding to this paper’s chapter3),(2) design the integrated framework of archival disaster-tolerance system (corresponding to this paper’s chapter4);(3) design the models of archival disaster-tolerance system’s each basic modules (corresponding to respective section1-2of this article’s chapter5-8);(4)pay attention to the achievements and implementation of the Architecture results (corresponding to the rest part of this article’s chapter5-8).Chapter3:The related theories of archival disaster-tolerance system architecture. First of all, defines and interprets the conceptions and connotations of disaster-tolerance, archival disaster-tolerance, archival disaster-tolerance system, archival disaster-tolerance system architecture, and analyzes the relationships between archival disaster-tolerance and its related conceptions, such as archival backup, archival registration backup, archival disaster recovery concepts and so on; secondly, analyzes the supporting and guiding roles of risk management theory and uncertainty theory to the architecture of archival disaster-tolerance system; thirdly, the author points out the general ideas, basic principles and important meaning of archival disaster-tolerance system architecture; Finally, briefly introduces the major methods of archival disaster-tolerance system architecture.Chapter4:Design the integrated framework of archival disaster-tolerance system. First of all, combs and analyzes the general practice of our country’s archival disaster-tolerance, in order to ensure the objectivity and rationality of archival disaster-tolerance system architecture; flowingly, based on the current situation of practice, the author analyzes the external factors and internal components of archival disaster-tolerance system; furthermore, according to dialectical logic thought,"from the general to the points assigned to the total by ", through module partition and analysis of its relationships, designs the integrated framework of archival disaster-tolerance system, which includes four basic modules-the management mechanism, the operation system, the support platform, the guarantee system.Chapter5:Design and realization of management mechanism basic module. Firstly, defines and interprets the conception and connotation of archival disaster-tolerance’s management mechanism; secondly, according to the assigned to the general dialectical logic thinking, through module partition and analysis of its relationship, designs the double circular structure model of management mechanism, which includes reasonable setting of organization, reasonable allocation of personnel and material, reasonable establishment of plan, reasonable design of process, reasonable formulation of rules and regulations, reasonable examination and supervision and so on, which can be divided into base, core and security three sub modules; finally, provides methods and suggestions for the function realization of management mechanism basic module, includes:based on the virtual organization theory, designs the virtual organization structure of archival disaster-tolerance; based on the strategic management theory, designs "three steps" strategy of archival disaster-tolerance; based on the ABC management method, establish the ABC implementation plan of archival disaster-tolerance; suggests to build national archival emergency plan system, and so on.Chapter6:Design and realization of operation system basic module. Firstly, defines and interprets the conception and connotation of archival disaster-tolerance’s operation system; secondly, based on the particularity of operation system, make use of the business process management method (BPM), according to the process identification, process analysis, process specifications, process combination, and process description, process optimization six steps, designs the process model of operation system, which includes basic work, disaster defense, monitoring and predicting, disaster response, disaster rescue, transfer processing, disaster recovery, disaster reconstruction eight main links; finally, provides methods and suggestions for the function realization of operation system basic module, have the aid of supply chain management method (SCM), provides general method and mode for the whole process control of tolerant operation.Chapter7:Design and realization of support platform basic module. Firstly, defines and interprets the conception and connotation of archival disaster-tolerance’s support platform; secondly, based on the particularity of itself, through the module partition and analysis of its relationship, designs the structure model of support platform which contains such two submodule as hardware platform and software support; finally, with the value Engineering method(VE),provides solutions for the hardware support platform construction cost control, and with the satisfied principle, given suggestions for the goal setting of software support platform.Chapter8:Design and realization of guarantee system basic module. Firstly, defines and interprets the conception and connotation of archival disaster-tolerance’s guarantee system; secondly, based on the characteristics of guarantee system itself, designs the three-dimensional model of guarantee system which mainly includes policies, laws and regulations, standards, rules and regulations, the education scientific research, and is around the operation process; finally, puts forward some suggestions for the establishment of archival disaster-tolerance laws, rules and regulations and so on.Chapter9:Summarize and outlook. Firstly, gives a brief summarize on the main results of this article; next, indicates the limitations of this paper’s study; finally, puts forward the further study.
